Slavery Controversy


Robbed of truth?

In Stolen a camel is chosen, dragged bellowing toward a truck, seen travelling many miles with a quirky expression on its likeable, nose-wriggling face, then later by moonlight, shrieking and hooting, its throat cut, gushes its blood towards Mecca in accordance with the provisions of the Law. After this we see dancing and ululating veiled black women at a reunion party in which the camel, drained of its blood, is roasted and eaten in the first such feast in the village in 30 years.

This sequence was made possible by Violeta Ayala, the co-director, giving the hungry villagers the price of the camel, something they otherwise could never have afforded, and suggesting they enact for the cameras this ugly, disturbing, highly cinematic ritual.

Why do we see this? The film is supposedly about the persistence of slavery in the refugee camps of the Saharawi people in sand-swept Algeria. Why show this? We do not usually see headless, flapping, blood-spurting turkeys before Thanksgiving dinners in Hollywood films. Why do this? Why show it? Why cause it to happen, as the director in her narration admits she did?

I got into a loud fight with her and her co-director, saw in video interviews what the film's subjects thought of it, interviewed one of them myself (with, admittedly the help of a Polizari lawyer, Kamal Fadel, who is also the attache for East Timor), and became pretty depressed that this film exists, and has been premiered, and I'll tell you why.

It's because we see and are told almost nothing of this culture that slaughters a camel once in 30 years and practises, allegedly, slavery. We do not know how they feed themselves or school themselves, what creed they practise, what church or mosque they attend, how their economy works, who they marry, how many spouses they have, what age they marry, if girls can choose their spouse, how often they pray, how their economy works, what sort of health care they get (good, I later learned, and totally free), if they can vote in elections, if they are semi-fascist or semi-communist or communitarian, and so on.

We are not even told that the central character, Fetim, has a husband, Baba, who works in Spain, has an engineering degree from Cuba and sends her money from Spain. She is presented as a single mother and (it is rumoured) a slave.

Baba and Fetim attended the film's world premiere and showed their passports to the audience and said the whole family holiday frequently together in Spain unharassed by the Polizario, and how can this be?

Slaves with passports? What is this? Slaves flying Qantas and staying unpoliced with Meredith Burgmann, the former President of the Legislative Assembly of New South Wales, in Glebe?

"There's no reason slaves can't fly overseas", said Dan Fallshaw, the co-auteur. "Slavery is a state of mind."

"Slavery can be mental", Violeta Ayala said. "I never said Fetim is a slave", Dan said. "Other people in the film do."

A slave with a husband travelling Qantas and lodged with an eminent Labor politician? "I never said she was a slave", Dan said. "The film shows us the facts. The audience can make up its mind."

But no-one is shown shackled in the film. No-one is shown being spoken to harshly. No-one is shown being humiliated in any way. The only person (and he is treated as a person) who is humiliated in the film is the camel, whom the directors paid the villagers to humiliate and murder in front of the camera.

Murder is my word; I withdraw it; murder is unfair.

Why did they do this? Was it to show they were bad people, capable of not only ritually killing a camel but even, possibly, slavery?

In the Nazi film The Eternal Jew laughing rabbis cut a cow's throat and the blood gushes copiously and they laugh some more - gaily, wickedly, unpleasantly. Is this the same propaganda trick? I doubt it.

The young Bondi couple that made this film seem too naïve, too unprepared for the great world for that.

For if indeed the people they show on screen are slaves, they have endangered their lives - by showing their faces and alleging they collude in a monstrous illegality that could see their owners gaoled or incite them persecutors into honour-killing them for letting it out.

If they are not slaves they will have brought shame on their community with this blood-libel, this heinous falsehood and their community will shun them hereafter. Or am I wrong?

But the on-screen Saharawi are saying in interview after interview that they did not say this, they did not say they were slaves, and their words were manipulated or falsified. And their words in the film are being deciphered by a man from Al-Jazeera and a man from the UN to see if they match the subtitles.

If the spoken and printed word do not conform (one apparently says not 'Fetim is a slave' but 'Violeta wants us to say Fetim is a slave'), a lot of slander will have occurred, and the publishers of it, whoever they are, will be liable, I imagine, for a good deal of negotiated retribution. And so will the forgers of the subtitles, whoever they are.

Will Dan and Violeta go to jail? Probably not. Should they? I'm not sure.

If they had made a film saying cannibalism persisted in certain Maori encampments in New Zealand, and this published rumour was false, they would have committed (I think) no less grave a crime. And I'm not sure any apology would have allayed it.

There may be other explanations for what has thus far occurred at this Sydney Film Festival (the organisers refused to screen Fetim's friends' and allies' 15-minute rebuttal though they had 30 hours before the festival finished to check it out and do so), a film about slavery in which no slavery is seen.

But none of them will recover, I fear, the $230,000 or so (which could I imagine buy back a whole lot of slaves) of government money spent thus far on this ill-informed, ill-evidenced and arguably addled rumination.

Or am I wrong

Treading a mined path to freedom

TINDOUF, Algeria // Hot with anger and clutching a stone, Brahim Labid abandoned caution and charged straight into a minefield towards the defences of the Moroccan army.

“When I got close I tried to throw the stone and at that moment the explosion happened,” said Mr Labid, 19, a refugee from Western Sahara.

The accident happened in April, when Mr Labid joined a protest march beneath a security barrier that seals most of the desert territory annexed by neighbouring Morocco in 1975 as Spanish colonisers departed following the death of the dictator Francisco Franco.

The march ended in disaster when an anti-personnel mine blew off most of Mr Labid’s right foot.

“I knew there were mines,” he said from a hospital bed in the nearby city of Tindouf, Algeria. “But when you see the berm up close you just lose your patience.”

For more than three decades, Morocco has vied for control of Western Sahara’s destiny with the Polisario Front, an indigenous liberation movement backed by Algeria. The conflict has displaced thousands of people and paralysed regional integration, costing a generation of North Africans countless opportunities for development and growth.

After years of fruitless diplomacy, the United Nations is now trying again to coax a solution out of either side.

The battle line is a fortified berm running some 2,500 kilometres through Western Sahara, manned by about 160,000 Moroccan soldiers. To the east are thousands of Polisario fighters based in camps outside Tindouf, where about 125,000 Saharawi refugees live.

The surrounding plains are littered with mines, cluster bombs and unexploded ordnance left over from 16 years of fighting that ended in 1991, when the UN brokered a ceasefire.

“That makes Western Sahara one of the most dangerous places in the world,” said Ahmed Sidi Ali, a refugee and the programme manager for Landmine Action, a British non-governmental group that is de-mining the territory’s Polisario-held areas.

Mr Sidi Ali’s team has identified 36 minefields and 136 cluster bomb strikes. But the group is not authorised by the UN to work inside the five-kilometre buffer zone along the berm, where most of the minefields are.

In the place where Mr Labid lost his foot, the berm rises in a golden wall above a plain of black pebbles concealing untold numbers of mines and other explosive debris.

Occasionally there are accidents. Most happen in spring, when rain brushes the desert and many refugees shepherd their goats and camels from the camps in Algeria into Western Sahara in search of pastures.

“They depend on grazing land and water holes,” Mr Sidi Ali said. “It’s their main business and their society is based on it.”

Saharawis descend from Arab nomads who migrated from Yemen to North Africa in the 14th century and mingled with the local Berber tribes.

Their daily quest was documented by James Riley, an American sailor shipwrecked on the Saharan coast in 1815, who wrote, “Nearly all parts of this vast desert are inhabited by different tribes of Arabs, who live entirely on the milk of their camels and wander from valley to valley, travelling nearly every day for the sake of finding food for their camels, and consequently food for themselves.”

The Saharawis herded livestock, dabbled in commerce and plundered the caravans passing between Mediterranean ports and sub-Saharan kingdoms. Their dialect, Hassaniya, has strayed little from classical Arabic, preserved by the remoteness of the desert.

The Spanish colonised the Saharan shore in the 19th century, attracted by fishing banks and later phosphates. When they left Western Sahara, Morocco and Mauritania moved in, claiming historical ties.

Many Saharawis fled to Algeria, which supported the Polisario Front’s armed struggle. Mauritania dropped its claim while Morocco took control of most of Western Sahara. The 1991 ceasefire was meant to allow an independence referendum, but disagreement over voter lists has kept a poll from taking place.

The stalemate has disrupted traditional life, left refugees in political limbo and cut them off from family who remain in Western Sahara.

“There’s a lot of green grass inside the berm, but the land is divided now,” said Ali al Mayli, 21, camped with his family in a stand of gnarled acacia trees. “We have family on the other side and I’ve never even seen them.”

Every spring after the rain, Mr al Mayli’s father, Mohammed-Salem, a weathered patriarch in a blue robe, leads the family into the desert to fatten their goats for sale in the refugee camps.

The floor of their tent is covered with rugs and blankets, and in the corner hangs a goatskin bladder called a shikwa, where milk is left to curdle and shaken to make butter.

Outside, black-and-white goats are skipping about on a vast dun plain undulating to the horizon. The wind blows fiercely and Mr al Mayli fires up a charcoal brazier to brew tiny glasses of sweet green tea.

“We worry about the mines, but the greatest difficulty is living on land that is not ours,” said Mr al Mayli’s brother, Bilal, 25. “We have no resources, nothing in our hand. Nothing is certain.”

The same goes for the Western Sahara peace process. Talks that began in 2007 ended inconclusively. Last year the UN tapped Christopher Ross, a veteran US diplomat in the Arab world, to lead renewed efforts on the territory.

Last month, Morocco and the Polisario agreed to Mr Ross’s proposal of informal meetings aimed at progressing to formal talks on the future of Western Sahara, but no date has yet been set.

The Polisario wants a referendum with independence as an option. Morocco rules that out, proposing autonomy for the territory under Moroccan sovereignty.

Breaking the deadlock will require the UN to show greater will than in the past, said Jacob Mundy, an expert on Western Sahara with the Washington, DC-based Middle East Research and Information Project.

“There’s no incentive for the Polisario to talk about the nitty-gritty of power-sharing, and no incentive for Morocco to agree to any sort of referendum,” he said. “Without those kinds of guarantees, neither party is going to open up.”

Morocco argues that autonomy addresses the Polisario’s demand that Saharawis be allowed to exercise self-determination.

“It’s a serious solution that takes into consideration the positions of both parties,” said Khalid Naciri, Morocco’s communications minister. “Apart from the creation of an independent state, anything is possible.”

According to a report last month by TelQuel, an independent Moroccan magazine, the country spends three per cent of its GDP on infrastructure and subsidies aimed at enticing Moroccans to live in Western Sahara, and on maintaining its army there.

Establishing autonomy in the territory could strengthen democracy in Morocco by setting a precedent for devolution, said Mustapha Naimi, a sociology professor at the University Institute of Scientific Research in Rabat, the Moroccan capital, and a member of King Mohammed VI’s advisory council on Saharan affairs. “The Sahara gives Morocco the chance to reconstitute itself.”

But to Saharawi refugees like the Al Mayli family, autonomy is a hard sell.

“We want independence,” said the patriarch, Mohammed-Salem. “The land is our land, we’ve lost martyrs, we’ve waited 34 years, and in the end we accept autonomy? Impossible.”

The return of refugees to a non-independent Western Sahara would be “a recipe for disaster unless you have some kind of understanding between Morocco and Polisario”, said Mr Mundy, from the Middle East Research and Information Project.

“We’d like to give the UN a chance to solve the problem,” said Mohammed-Salem. “But if they can’t, we want to return to war.”

Saharawis increasingly share Mr al Mayli’s bellicosity, said Mohammed Abdelaziz, the secretary general of the Polisario and president of the self-proclaimed Saharawi Arab Democratic Republic, an exile government that administers the refugee camps.

“Young people want war and we’re under a lot of pressure from our military wing to defend our rights by force of arms. War is still on the table, but we prefer a political solution.”

Meanwhile, life grinds on for the estimated 125,000 refugees. The four camps are clean and well-organised, with clinics, schools and clean drinking water. But they lie isolated on a bleak gravel plain, with freezing winters and burning summers.

The refugees live in canvas tents and mud-brick houses. Some have cars and most use solar panels to charge car batteries that power a few appliances. They subsist mainly on foreign aid and malnourishment is common.

A few have become merchants as money trickles into the camps from friends and relatives abroad.

“I buy stuff from Mauritania,” said Mohammed Laroussi, a thin man with a bristly moustache and fine birdlike features. “You meet people, go through friends and bit by bit you build up relationships.”

Bolts of cloth hang from the walls of Mr Laroussi’s shop in Smara camp. Rolled-up rugs lean in a corner. On shelves at the back are aluminium cooking pots, bottles of perfume, sacks of rice, camouflage trousers and piles of leather sandals.

The ramshackle market area slumbers under an afternoon sun. At one corner, a group of elderly men sit in the shade of a building, playing dominoes. Other men recline on mats to drink tea.

At dusk, women and groups of girls begin drifting through the market. Most wear mlhafas, gauzy robes with bright florid patterns that are draped over the body like an Indian sari. They stand out against the sand and pale stucco like inkblots on a page.

The Polisario flag, which has similarities to the Palestinian one, is daubed on the walls alongside revolutionary slogans – “No alternative but independence!” The refugees conduct business in doros, a theoretical Saharan currency with an agreed exchange rate of 20 doros to 1 Algerian dinar.

Grocers sell fruit and vegetables from northern Algeria and butchers sell the meat of camels and goats – relative luxuries that liven up the rations provided monthly by the UN’s World Food Programme.

“But it seems like they’re always sending less,” said Darifa, 19, who joined dozens of other women and girls one afternoon at a ration centre to stock up on lentils, dried peas and tins of vegetable oil. “And as each year there are more people, this doesn’t work.”

Men unload bags and crates of food from a flatbed lorry and the women open them, chatting amiably. Darifa helps them measure rations of lentils.

“I was planning to study medicine in Spain with a scholarship, but my father lost his leg in the war and I can’t leave my mother alone,” she said. “War should be a last resort.”

Far to the north, other young North Africans have problems of their own.

Morocco and Tunisia have enjoyed economic growth in recent years, while Algeria and Libya have benefitted from oil prices that reached US$147 (Dh514) per barrel last summer. Yet unemployment remains high across the region and is worst among young people. Many still set off in flimsy boats across the Mediterranean to seek jobs in Europe.

In 1989, Mauritania, Morocco, Algeria, Tunisia and Libya tried to address the economic problems by forming the Arab Maghreb Union, intended as a North African trading bloc and forum for political and economic co-operation. But so far it has failed to function, thanks largely to the between Morocco and Algeria.

“There are long-standing mistrust and difficulties between the two regimes,” said Michael Willis, professor of Moroccan and Mediterranean Studies at Oxford University’s Middle East Centre. “If Western Sahara is solved it won’t clean the slate, but the major problem will be gone.”

Until that happens, “it’s difficult to take seriously any initiative for regional co-operation or integration”, said Mr Mundy, with the Middle East Research and Information Project.

While Morocco has existed for centuries as an independent kingdom, Algeria was never a political entity until France wrested its territory from a declining Ottoman Empire in the 19th century. But the French never bothered to clearly delineate a Moroccan-Algerian border, viewed as superfluous after France took control of Morocco as well in 1912.

In 1963, rival claims over parts of the Sahara led Morocco to launch incursions along the border, repelled by Algeria. In 1975, Algeria struck back, arming the Polisario and supporting its quest for an independent Western Sahara.

Sour relations have also led Algeria to slam shut its land border with Morocco, which has remained closed since 1994. Morocco has called repeatedly on Algeria to reopen it, but Algeria says a solution for Western Sahara must come first.

“Algeria is trying to signal the seriousness with which it takes the issue of Western Sahara,” said Mr Mundy. “One also has to take into account a history of Moroccan aggression in the region – Algeria would like to see that kept in check.”

Meanwhile, North Africa’s inability to integrate carries a heavy cost.

“Africa pays a high economic price for political fragmentation,” said Paul Collier, the head of Oxford University’s Centre for the Study of African Economies. “Banning movement is opposing the trend of the last 50 years, which has been to try and reduce the economic costs of borders.”

North African integration would open the door to a free-trade agreement with the European Union and allow countries to bargain collectively. According to a 2006 study by the World Bank covering Morocco, Algeria and Tunisia, that would dramatically boost North Africa’s exports and foreign investment, and roughly double projected per-capita GDP growth by 2015.

For now, the region is losing up to $9 billion (Dh33bn) yearly in potential external trade, according to a study last year by the Peterson Institute for International Economics, a non-profit economic research centre in Washington, DC
“Investment leads to more high-skilled jobs and more room for educated people to get them,” said Claire Brunel, a researcher at the Peterson Institute who co-edited the study. “And integration helps spread the cost of improving infrastructure around the region.”

Streamlining is becoming increasingly urgent as global financial turmoil bites into North Africa’s tourism industry, foreign investment and remittances from expatriates in Europe.

“Being small and isolated, you’re very vulnerable to crises of confidence and being specialised, you’re vulnerable to shocks,” Prof Collier said. “The more you can integrate into a diversified economy, the more robust you become.”

Back in the desert near Tindouf, the Al Mayli family’s concerns are closer to home. Six months ago Mohammed-Salem’s daughter, Jemha, 27, became a mother with the birth of her son, Khatri.

“I want him to live a peaceful life, to be a doctor or a journalist,” she said.

The family watched for a moment as Khatri crawled over the tumbled blankets on the floor to investigate a bowl of dates and butter.

“We want him not to suffer like us,” Mohammed-Salem said. “We want him to go back to his land, free to work there in peace and comfort.”

In his hospital room in Tindouf, Brahim Labid is weighing similar dreams against his new predicament. He sits up in bed, drawing the stump of his right leg close to him.
“Before the accident I was learning carpentry, but I’m not sure I’ll be able to do that anymore.” He moves to get up, reaching for the pair of crutches leaned against the wall.

“I want to go back to our land and create a good life, just like anyone anywhere.”

The Potomac-SAIS report on North Africa: Paid Analysis, Partisan Fear Mongering, Bad Policy

At the end of March, a relatively obscure Washington, D.C., think tank called the Potomac Institute for Policy Studies published a report — in conjunction with the conflict management program of the School of Advanced International Studies (SAIS) at Johns Hopkins University — arguing largely in support of Morocco’s 2007 autonomy proposal to solve the Western Sahara dispute. Framed in terms of US policy towards North Africa (Why the Maghreb Matters (PDF)), the report is a thinly veiled effort to provide academic and political legitimacy to a one-sided view of the Western Sahara issue. It precipitated a detailed response from the Western Saharan Union of Writers and Journalists.

The Potomac-SAIS ‘task force’ was likely an initiative organized by the Moroccan-American Center for Policy (MACP), a registered agent of the Kingdom of Morocco. Though MACP’s fingerprints are nowhere to be found in the report, it is an open secret in Washington that this project, culminating in the Potomac-SAIS report, has been in the works for several months. And little surprise, then, that the report’s recommendations attempt to equate US interests with those of the Moroccan Monarchy. Paying for policy is quite normal in Washington.

The Potomac-SAIS report boasts that it is ‘the result of an independent task force on an issue of critical importance to US foreign policy, where it seems that a group diverse in backgrounds and perspectives may nonetheless be able to reach a meaningful consensus’. On the other hand, ‘Task force members are asked to join a consensus signifying that they endorse the general policy thrust and judgments reached by the group, though not necessarily every finding and recommendation’. So while they all apparently agree, we cannot necessarily hold each individual signatory responsible for the content of the report.

Apart from Dr. I William Zartman — Professor Emeritus at SAIS, whose pro-Moroccan views are well known — there is no other recognized expert on the task force who has an extensive scholarly publishing record on the Western Sahara conflict. The effects of Zartman’s partisan bias are quite clear in the report. Yet the arguments suffer from a debilitating series of misrepresentation, fallacies and contradictions. If translated into actual policy, they would prove counter productive at best, disastrous at worst.

Two other names attached to the Potomac-SAIS report, however, suggest the real agenda behind it: General Wesley Clark and Madeline Albright, two leading figures in the Democratic Party. While Morocco’s autonomy initiate played very well with the previous Republican controlled White House, the Obama administration has yet to outline a clear policy towards the dispute. On the same day that the Potomac-SAIS report was published, Edward Kennedy urged his good friend Obama to uphold Western Sahara’s right to self-determination under international law, which Morocco staunchly opposes. With names like Clark and Albright, the Moroccan lobby is obviously seeking to make inroads into the Democratic establishment.

Background

Before examining the shortfalls of the Potomac-SAIS report, it is necessary to background some of the salient historical realities of Western Sahara. The conflict dates back to November 1975, when a Moroccan threat to invade what was then a Spanish colony drove out Madrid lest it face a ‘colonial war’. The native people of Western Sahara had already developed a nationalist conscience and, according to a 1975 UN report, rallied behind the pro-independence Polisario Front, founded in 1973. Since the early 1960s, the United Nations has called for Western Sahara’s self-determination, including independence, and the UN still considers the Western Sahara a Non-Self-Governing Territory — a colony. For this reason, no country in the world yet recognizes Morocco’s sovereignty over Western Sahara, a clear indication of the international census backing self-determination. And given the fact that Morocco refuses to hold a referendum on independence, it is easy enough to deduce the fact that most Western Saharans would likely opt for independence.

Algeria has supported Western Sahara for ideological reasons (self-determination) and regional security interests (keeping Moroccan ambitions in check). Morocco, of course, denies the existence of an authentic Western Saharan nationalism and sees an independent Western Sahara only as an expansion of Algeria’s regional hegemony. France and the United States have traditionally supported Morocco because Morocco furthers Franco-American interests in the Mediterranean, Africa and the Middle East, and because a referendum on independence in Western Sahara could destabilize Morocco by de-legitimizing the Monarchy. Still, a UN mission arrived in 1991, putting an end to the Morocco-Polisario war so that a referendum on independence could finally be held. Morocco’s previous King, Hassan II, had committed to a referendum in 1981, but when he died in 1999, the new King, Mohamed VI, dropped that commitment. In 2007, Morocco proposed a final status solution based on autonomy for Western Sahara within Moroccan sovereignty while Polisario put forward a series of bridging proposals to allow for a referendum. Four rounds of negotiations in 2007 and 2008 produced zero progress towards a solution. In early 2009, a new UN envoy to Western Sahara, former US ambassador Christopher Ross, made his first tour of North Africa. He will report to the Security Council at the end of April.

Sovereignty versus Self-Determination or Sovereignty and Self-Determination?

The Potomac-SAIS report makes the case that the Obama administration should take more interest in North Africa. The primary reason is predictable: terrorism. The broader Northwest Africa region, especially the Sahara-Sahel, the report argues, faces significant security challenges. One of the best ways to achieve security in North Africa is to help create the conditions for regional cooperation. And so resolving the Western Sahara conflict, which prevents inter-regional cooperation, especially between Morocco and Algeria, is key.

The Potomac-SAIS report supports a solution to the Western Sahara conflict based upon ‘autonomy within Moroccan sovereignty’, as proposed by Morocco in 2007. There are two positive reasons put forward for endorsing Morocco’s initiative. One, its alleged status as the ‘only current proposal for a compromise’ (a partisan dismissal of Polisario’s 2007 bridging proposals); two, if implemented, it would rid Morocco and Algeria of a major point of contention, paving the way for renewal of the Arab Maghrib Union (UMA) trading bloc. The latter point is addressed later.

The Potomac-SAIS report also provides some cautionary reasons to support Morocco’s autonomy initiative. An independent Western Sahara ‘likely would remain a source of acrimony and tension between Morocco and Algeria as well as the other bordering states’. The report furthermore alleges that Western Sahara would not constitute a viable independent state on the grounds of its low population and limited natural resources. While the report’s authors are pessimistic for a near term solution given alleged Algerian and Russian obstruction, they claim that U.S. support for Morocco’s autonomy initiative will help build a new consensus for peace.

As we can see, the best arguments in favor of Morocco’s autonomy proposal are, in fact, merely arguments against self-determination for Western Sahara. To say that autonomy is good because independence is bad is not only fallacious, it seeks to posit a false opposition between self-determination and power sharing that would preemptively bind the imagination of mediators. The three decades old impasse in Western Sahara demonstrates that mediators need to get beyond the old dichotomy of sovereignty versus self-determination.

To suggest that an independent Western Sahara will become a failed state or a terrorist safe haven falls back on Bush-style fear mongering and does very little to get the parties to the table where this issue will eventually have to be sorted out. Demonizing and alienating one of the parties to the conflict (i.e., Polisario) is not a recipe for creating trust and mutual respect, it is a recipe for further stagnation. It is surprising that conflict resolution expert such as Chester Crocker would put his good name to these counter productive, highly biased proposals.

Western fears of a failed state in Western Sahara can be easily allayed if the focus of the peace process turns away from highly speculative, distant outcomes. Instead, the focus needs to be on realistic, achievable processes in the here and now. Too much time has been wasted in Western Sahara developing final status solutions and not enough time developing a framework for negotiations that will (1) get the parties to the table and (2) produce substantive talks bridging both of their red-lines: sovereignty and self-determination. Choosing one side in this framework — Moroccan sovereignty — will not make the United States and honest broker; it will only further exacerbate the status quo the Potomac-SAIS report finds so intolerable. The report is as self-contradictory to its own aims as it is partisan.

The current Security Council mandate for Western Sahara seeks ‘achieving a just, lasting and mutually acceptable political solution, which will provide for the self-determination of the people of Western Sahara’. A non-partisan approach would simply require that the parties commit to this mandate. Polisario would commit to negotiating a power sharing agreement with Morocco and Morocco would commit to putting any agreement to a referendum including the option of independence. Morocco’s autonomy proposal certainly constitutes a serious and credible starting point for negotiations towards a comprehensive power sharing agreement, but Polisario will never discuss it openly unless the Security Council secures Morocco’s commitment to a referendum.

Algeria and Autonomy

The Potomac-SAIS report describes the Western Sahara conflict as a dispute primarily pitting Moroccan and Algerian interests, rather than the UN description, which holds that the two parties to the dispute are Morocco, the de facto administering power, and the people of Western Sahara, represented by Polisario. The report attempts to place some doubt over Polisario’s credibility, not only as a partner for peace, but also as the legitimate representative of Western Sahara. Regarding the latter, one need only answer this question: If Polisario does not represent the interests of the Western Saharan people, then why is Morocco so afraid to hold a referendum on independence? Morocco claims widespread support among native Western Saharans for its forced annexation, yet Morocco is unwilling to put it to a vote. A referendum, not autonomy, would literally end the conflict tomorrow as far as the international community is concerned.

The problem is that Morocco would not win the referendum, so it wants to have the Security Council impose autonomy at the maximum parameters for negotiations on a take-it-or-leave-it basis.

Rather than Polisario, the Potomac-SAIS report attempts to portray Algeria as the bad guy in the conflict, a view consistent with a Moroccan perspective and Zartman’s scholarship [1]. Yet Algeria did not even get seriously involved in the conflict until after Morocco invaded Spanish/Western Sahara in 1975. This was six years after the first Western Saharan independence movement came into being and nearly a decade after the UN first started calling for Western Sahara’s independence from Madrid. For Algeria, it was Morocco’s unilateral attempt to redraw the map of North Africa in 1975 by annexing Western Sahara — just as Morocco had attempted to annex parts of Algeria in 1963 — that precipitated Algerian support for Polisario. From Algeria’s point of view, its regional security interests dictate that Morocco’s demonstrated history of aggressive irredentism must be kept in check. To adopt a Moroccan reading of the conflict, as the Potomac-SAIS report does, produces poor analysis and impoverishes diplomatic objectivity.

Even if we assume, as the Potomac-SAIS report does, that Algeria has a dog in the fight, how are Algeria’s interests served by an autonomous Western Sahara under Moroccan sovereignty? Algeria’s regional and geo-strategic interests are not addressed by Morocco’s autonomy proposal, nor does it provide any room for Algeria to save face given Algiers’ longstanding support for Western Sahara’s right to a vote on independence. Without first going through an internationally sanctioned act of self-determination, an autonomous Western Sahara would, logically, become just as much ‘a source of acrimony and tension between Morocco and Algeria’.

The political and intellectual defenders of Morocco’s autonomy proposal continuously trumpet its virtues as a non-zero-sum or win-win solution. Because it is a compromise, they argue, it contains incentives to make peace. Yet from Algeria’s point of view (as described in the Potomac-SAIS report), autonomy is very much a zero-sum, win-lose outcome. If Algeria is so important to the Western Sahara deadlock, as suggested by the Potomac/SAIS report, why then support a solution that does not respect Algeria’s interests but rather boldly defies them? Zartman’s own ground breaking work in the fields of conflict resolution and game theory should tell him this, yet he defends a solution that his own theories would reject.

It is also bizarre to claim that an independent Western Sahara is Algeria’s idea but then to claim that Algeria would allow an independent Western Sahara to become a failed state. Why would Algeria back Polisario’s cause for over thirty years, only to see Western Sahara become a ‘Somalia on the Atlantic coast of North Africa’? Let’s be clear: preventing a failed state in Western Sahara is everyone’s interests. Morocco and the United States do not monopolize this concern. If anyone has a vested interest in a viable Western Sahara, it is, first and foremost, the Western Saharans, followed by Algeria, who has championed their cause. Mauritania, sharing the longest border with Western Sahara and undergoing its own bouts with political instability, is likely a close third ahead of Morocco.

To claim that Algeria is so cynically motivated as to see Western Sahara only as a means to destabilize Morocco — in its current form as a haphazard occupation or in a possible form as a failed state — is unjustified by the record. Not only does Algeria, sadly, have more direct experience with political instability and armed violence than Morocco, it has been intensively engaged in recent efforts to contain unrest in the northern areas of Niger and Mali on Algeria’s southern flank in the Sahara. Likewise, Algeria offered the United States significant cooperation during the early years after 11 September. Relations only cooled after the George W. Bush administration double-crossed Algeria on Western Sahara. In early 2003, the White House asked Algeria to pressure Polisario to accept the 2003 plan, devised by none other than James Baker. Bush also promised Algeria that Washington would press Morocco to accept it too. Though Algeria delivered Polisario, Washington refused to put pressure on Rabat to accept the plan. The Bush administration then went on to support Morocco’s autonomy initiative, which showed further disrespect to Algeria’s interests and dignity.

Algeria and Polisario are well aware of Western fears of a failed state in an independent Western Sahara, one that could become a safe haven for trans-national terrorist groups. For that reason, Polisario put forward its own set of compromise proposals in April 2007, when Morocco also put its autonomy plan on the table. Polisario has offered Morocco significant economic, political and security guarantees should a referendum result in independence. These included the option of allowing Moroccan settlers to remain in Western Sahara. In 2003, Polisario made the significant concession of allowing Moroccan settlers to vote in a referendum on independence. Polisario is also willing to have Morocco’s 2007 autonomy proposal placed on any referendum ballot so long as it includes independence. Morocco and its supporters have never even attempted to explain why this democratic solution is not viable. Polisario’s leadership is acutely aware of the fact that broad regional cooperation with Mauritania, Morocco and Algeria will be a necessity for a sustainable peace, security and prosperity. Like the Potomac/SAIS report, they often speak of the day when the Arab Maghrib Union will dissolve all the old colonial boundaries and unite North Africa.

Whether out of ignorance or deliberate deception, the Potomac-SAIS report also underestimates the economic viability of Western Sahara. As an independent state, Polisario is willing to maintain the Moroccan settler population, which will boost the population and create natural, social, economic, political and security ties with Morocco. Its main resources, phosphates and fish, are precious dwindling commodities world wide; last summer actually saw phosphate prices increase six-fold over its historic price. Additionally, since 2001, Morocco has engaged several companies to search for hydrocarbon and mineral resources in Western Sahara, suggesting other sources of revenue for an independent Western Sahara. In terms of security, Polisario has proven highly cooperative with the UN mission, foreign governments and, as a full member of the African Union, has participated in joint security exercises with other African states.

What is the way forward?

Contrary to what Morocco and its intellectual supporters say, there is no contradiction between the Security Council taking a strong stance in favor of both power sharing and self-determination. Instead of endorsing a particular final status, the Security Council should endorse a specific framework for negotiations based upon mutual respect for each side. Indeed, recent Security Council resolutions have said as much in their calls for a political solution that respects the right of Western Sahara to self-determination. But the Council needs to make this clearer to the parties. To Morocco, the Council needs to state firmly that its claim on Western Sahara will never be legitimated unless it first passes through a referendum. To Polisario, the Council needs to state clearly that it will never get its referendum unless it is willing to discuss power-sharing with Morocco. Substantive negotiations should be seen as the means to, not the result of, self-determination. This approach has the advantage of addressing the interests of Morocco, Polisario and Algeria without prejudice or favor. Peace in Western Sahara will never be achieved until the parties build the necessary confidence in each other and the Security Council. That trust and respect has to be built at the negotiating table, not through imposed solutions. The Obama administration should choose peace not partisanship.

منذ أربع وثلاثين سنة والدولة المغربية تشن هجومها الكاسح على الشبيبة الإسلامية المغربية وفضيلة المرشد العام للحركة الإسلامية بدعوى انتساب المدعو" عبد العزيز النعماني" إليها، بل والزعم بأنه من قادتها زورا وبهتانا كي تتكرس التهمة وتتحسن ظروف توظيفها ضد الحركة الإسلامية المغربية,
ثم بعد أن طالت القضية بطول قضية الصحراء التي يبذل النظام جهدا جهيدا لحلها، ويبذل نفس الجهد للتعتيم على براءة الشبيبة الإسلامية المغربية من دم بنجلون، وبدأت تنكشف الحقائق بالتدريج، فأخذ ممثلو النظام يعتذرون لنا بأن الملك مضغوط عليه من قبل اليساريين الذين يحقدون على فضيلة الشيخ مطيع، ولا ينسون قط" أنه المسؤول عن ظهور التيار الإسلامي المغريى المعاصر الذي هزمهم في جميع الساحات السياسية- حسب تعبيرهم-" وأن الملك "لا يستطيع حاليا مخالفة اليسار لأنه محتاج إليه"، ثم لما مل الناس هذه الأسطوانة المشروخة، انتحل النظام مبررا آخر لعرقلة عودة الشيخ مطيع، فحواه " أن حزب العدالة والتنمية بلغته نية الملك في حل هذه المشكلة فرفع إلى الملك تقريرا مفصلا يحذره من عودة الشيخ مطيع وخطورة ذلك على النظام، مما جعل الملك يتراجع عن قراره استجابة لنصائح حزب العدالة والتنمية.
نحن لا يهمنا مطلقا أن يبادر أحد لحل هذا الإشكال، لأن ما وقع قد وقع، وقد أدت الشبيبة الإسلامية ضريبة تأسيسها للتيار الإسلامي المعاصر كاملة سجنا ونفيا ومطاردة واستشهادا، ومراجعة الدولة لموقفها منها لن يعيد للذين قتلوا حياتهم، ولا لمن فقد صحته في غياهب السجون صحتهم، ولا للمنفين وأطفالهم ما ضاع منهم. ونحن ماضون في طريق دعوتنا وفاء بميثاقنا مع ربنا سبحانه وتعالى. لكن الذي يهمنا هو الحقائق التي أخذت أخيرا تنكشف تباعا، بعد أن اختفى مفبركها إدريس البصري وأعوانه لعنة الله عليهم.
لقد حرصت الأجهزة الأمنية طيلة أكثر من ثلث قرن على أن تفبرك كل حين خبرا كاذبا يربطنا بالمدعو النعماني، لأنه في رأيها كلما ارتبط اسمه بنا إلا وازداد اختفاء دورها في الجريمة.
بل إن الأجهزة المغربية استمرت تزوده بالتوجيه والمال منذ استقر في فرنسا، ويزوره مبعوثها المدعو بلحسن الدادسي أحد المقربين من عبد الكريم الخطيب، ورشيد بن عيسى أحد الجزائريين االمتحالفين مع النظام المغربي ضد الجزائر، واستمر بنبلة بتنسيق مع النظام المغربي يقدم المساعدات اللوجيستيكية والمادية للنعماني وبلعيرج والمعتصم، وأصحابهم، فسهل لهم اختراق النظام الإيراني بما له من نفوذ وصداقات معه، وذلك عبر بوابة لبنان أولا، ثم مباشرة عبر طهران ، وفسح لهم مجال مساعدته على إصدار مجلته في باريس، فسخروها أيضا للكذب على الشيخ مطيع والتشهير به ظلما وبهتانا وظلما. وسخرهم لتهريب الأسلحة إلى داخل الجزائر لمصلحة أعوانه....
ولما شعرت الأجهزة بأن الحقائق بدأت تتكشف، عمدت إلى تسريب خبر كاذب نشرته "جون أفريك" سنة 1985 فحواه أن الشيخ مطيع هاجر من ليبيا ولجأ إلى إيران فاشترطت عليه إيران التحالف مع النعماني كي تقبل لجوءه إليها، وكانوا بذلك ينوون دفع النعماني للقيام ببعض الأعمال الإرهابية ونسبتها إلينا عن طريقه، ولما كان الخبر كاذبا وتأكد لنا ضلوع الأجهزة المغربية في فبركته أصدرنا بيانا توضيحيا نكذب فيه ما جاء في جون أفريك، وعندما رفضت جون أفريك نشره نشرناه مباشرة على نطاق واسع.
إلا أن إفشالنا مؤامرة إدريس البصري الجديدة بتكذيبها، أفقد الأجهزة الأمنية صوابها، فأصدر عبد العزيز النعماني منشورا كله شتائم مقذعة هابطة في حقنا وحق الشيخ مطيع، وهو ما اعترف به أحد المعتقلين أخيرا في شبكة بلعيرج وقال إنه وجد عبد القادر بلعيرج يوزعه في بلجيكا، فأعرضنا عن هذا البيان وأصحابه، ولم نشتغل بمعارك هامشية يريد النظام أن يستدرجنا إليها.
وفي الوقت الذي كان فيه المرواني والمعتصم ولبيض يوسف في تنظيمهم الذي ترعاه إيران من جهة والاستخبارات المغربية من جهة أخرى،( الاختيار الإسلامي)، لا هم لهم إلا توزيع المناشير في أروبا باسم تنظيمهم تشهيرا بالشيخ مطيع لاتهامهم له بعرقلة المد الشيعي في المغرب، كان بلعيرج وبعض أصحابه في إيران يحرضون الإيرانيين على الشيخ، لأن الأجهزة المغربية كانت تخشى أن يلجأ الشيخ مطيع إليها بعد أن أخرجته السعودية من مكة المكرمة وبعد اتفاقية وجدة الموقعة بين النظام المغربي والسلطة الليبية. وتريد أن تأكل الثوم بفم إيران، وفعلا تلقى الشيخ مطيع دعوة رسمية من السفارة الإيرانية لزيارة إيران وحده كما اشترط ذلك السفير نفسه، فاعتذر عن تلبية الدعوة التي كانت غامضة وفي ظروف غامضة.
ثم بعد صراع على القيادة وخلاف بين بلعيرج والنعماني كما صرح بذلك أحد المعتقلين في محاضر التحقيق إذ قال حسب ما نشرته المغربية: ] ....الشيء الذي أصاب المتهم بليرج بخيبة أمل لعدم خضوعه لتداريب شبه عسكرية بلبنان، وبالتالي توجيه انتقادات لاذعة بعد العودة إلى فرنسا للمسمى عبد العزيز النعماني، لكونه لم يكن موفقا في تسيير الحركة وبرمجة توقيت التداريب... [استفرد بلعيرج بالجناح المسلح للتنظيم واستبعد النعماني، وتكفل المعتصم وأصحابه بالجناح السياسي. وتكاثرت أموالهم فأخذوا يوظفونها لشراء الضمائر والأتباع، وفي الدعاية الإعلامية وشراء الذمم الرخيصة، واحتد بينهم الصراع علي القيادة وعلى الأموال، ومعارك التصفية الجسدية فيما بينهم، كما صرح بذلك المرواني إذ اعترف بأنه كلف بلعيرج بتوفير مسدس يغتال به لبيض يوسف( بلقاسم) في بلجيكا، وأن لبيض يوسف ( بلقاسم) طلب من العبادلة ماء العينين (صيدلي) تزويده بمادة مخدرة تيسر له تصفية بعضهم كما ورد في صحيفة الشرق الأوسط (الشرق الأوسط 12 /8/2008/ العدد 10850). وكما ذكر ذلك بلعيرج إذ صرح بأن مصطفى المعتصم" أفتى؟!!!" بتصفية الابيض يوسف (بلقاسم) جسديا لأنه عميل للاستخبارات الفرنسية، كما ورد في موقع "ألوان".
ثم بعد التغييرات التي حدثت في الأجهزة المغربية وغياب إدريس البصري، رأت الدولة أن تفكك جميع الشبكات المعقدة التي تركها العهد القديم وراءه، فكان قرار تفكيك شبكة بلعيرج والمعتصم الأمنية، لإعادة بناء شبكات أخرى جديدة ومناسبة وطبقا لمواصفات العهد الجديد، فكان ما كان من اعتقال بلعيرج وأصحابه، لأن لعبتهم سارت في مسار غير مرغوب فيه. والقضية كلها مجرد تفكيك جهاز استخباراتي تابع لرجال إدريس البصري المقبور، كان يسخره لاختراق التنظيمات المعارضة والمعادية في المغرب وخارج المغرب (الجزائر، لبنان، إيران، مجموعة أبي نضال...) فلما تغيرت الظروف والرجال تقرر الاستغناء عن خدماته، وخشية مما قد يحدث بتصفيته تقرر اعتقال أعضائه في محاكمتهم التي شابها كثير من التهريج والترويج.
والآن، يأتيك بالأخبار من لم تزود، وتنكشف حقائق تورط النظام في تجنيد عبد العزيز النعماني، لكنها تنكشف هذه المرة من طرف جهة رسمية تمثل الملك نفسه في الموضوع وهي "لجنة الإنصاف والمصالحة"، فتنشر جريدة "الحياة الجديدة" في العدد 20 بتاريخ 11/17 يونيو 2008، الخبر الفضيحة، خلاصة تقرير هيئة الإنصاف والمصالحة حول قضية بنجلون تعترف فيه بأن عبد العزيز النعماني مجند من قبل الاستخبارات المغربية.

نشرت جريدة الحياة الجديدة في العدد 20 بتاريخ 11/17 يونيو 2008، تقريرا حول حقائق كشفتها تحريات هيئة الإنصاف والمصالحة، حول حادثة اغتيال عمر بنجلون سنة 1975م، وكانت خلاصة هذه التحريات كما ورد في تقرير الصحيفة ما يلي:
1- هيئة الإنصاف والمصالحة تؤكد أن جهازا أمنيا سريا وراء عملية الاغتيال، والدولة مسؤولة عن ذلك.
2- الملك الراحل أكد لعبد الرحيم بوعبيد أن المسؤول المباشر عن التخطيط للقتل هو المدعو عبد العزيز النعماني.
3- لدى هيئة الإنصاف والمصالحة قرائن قوية على ارتباط عبد العزيز النعماني بأجهزة الأمن المغربي.

جهة رسمية تكشف ما كان يُعتبر سرّياً للغاية، عن مسؤولية جهاز أمنى تابع لوزارة الداخلية فى اغتيال الزعيم اليسارى، عمر بنجلّون، أحد أبرز قادة الاتحاد الاشتراكى للقوّات الشعبية فى حينه. وإذا كان اغتيال بنجلّون لا تتحمّل مسؤوليته وزارة الداخلية الراهنة، إلاّ أنه يحمل فى طيّاته معانى، أقلّها أنّ زمن التكتم عن الجرائم ولَّى بلا رجعة.

أمّا التطوّر الثالث، فيتمثل باعتراف جهة رسمية فى المملكة بأن جهازاً أمنياً سرّياً تابعاً لأجهزة الدولة، يتحمّل مسؤولية اغتيال الزعيم الاشتراكى، عمر بنجلّون، فى ،1975 بينما كانت التهمة محصورةً سابقاً بإحدى الجماعات الإسلامية

في هذا السياق، نسب إلى متهم تمهيديا أنه كان التقى، في غضون سنة 1987، المتهم عبد القادر بمسجد في لييج أثناء توزيعه مناشير لحركة المجاهدين وعبد العزيز النعماني في المغرب تتضمن نقدا لاذعا وسبا لحركة الشبيبة الإسلامية ومؤسسها عبد الكريم مطيع، ودعاه للإنخراط في حركة الاختيار الإسلامي، التي التحق بها
وأوضح المتهم أنه في سنة 1983 أخبره البوصغيري أن حركة المجاهدين في المغرب، ممثلة في المدعو عبد العزيز النعماني، أبرمت اتفاقا مع أحمد بن بلة، زعيم الحركة من أجل الديمقراطية بالجزائر، جرى بموجبه إدخال أسلحة نارية من أوروبا إلى منطقة الغزوات الجزائرية، بواسطة أتباع الحركة، التي ستحظى بقسط من الأسلحة وتسهيل عملية التحاق عناصرها بمعسكرات التدريب في لبنان.
وأكد المتهم نفسه أنه بموجب هذا الاتفاق، وبتمويل من الحركة المعارضة للنظام الجزائري، سافر إلى لبنان صيف 1983
.....الشيء الذي أصاب المتهم بليرج بخيبة أمل لعدم خضوعه لتداريب شبه عسكرية بلبنان، وبالتالي توجيه انتقادات لاذعة بعد العودة إلى فرنسا للمسمى عبد العزيز النعماني، لكونه لم يكن موفقا في تسيير الحركة وبرمجة توقيت التداريب

...وأضاف المراوني أن العملية باءت بالفشل، نظراً لأن ماء العنين لم يحضر المادة المخدرة، من جهة، وبسبب يقظة سائق سيارة نقل الاموال، من جهة أخرى، لذلك لم يكن له بد من اللجوء الى خدمات بلعيرج، المختص في جلب الاسلحة، وبيعها في السوق السوداء، إذ طلب من بلعيرج إحضار مسدس لتصفية بلقاسم، الذي اتضح أنه اخترق تنظيمه، ذلك أنه كان يشتغل لفائدة الاستخبارات الفرنسية....

وأكد المراوني أن الابيض بلقاسم، الذي كان نشيطا في صفوف تنظيمه «الاختيار الاسلامي» بأوروبا، عمل على استقطاب العبادلة ماء العينين، الذي كان يدرس الصيدلة ببلجيكا، والذي طلب منه إحضار مادة مخدرة من المختبر الذي كان يعمل به، لتصفية أحد الاشخاص، مضيفا أنه طلب من السريتي، وعبد الله الرماش (معتقل في إطار نفس الملف)، وماء العينين، استهداف سيارة نقل الأموال الخاصة بمؤسسة توزيع الماء والكهرباء، «إذ اتفقوا جميعهم على خطة، تهدف الى وضع مسامير في طريق السيارة المستهدفة، وأن يقوم الرماش بمهاجمة سائق السيارة، وشل حركته من خلال استخدام مادة مخدرة».

تبدى مصادر مطلعة في المملكة المغربية، انزعاجها الشديد من ثلاثة تطوّرات حدثت فى الأشهر الأخيرة. والمقصود بهذه التطوّرات، القبض على المدعو عبدالقادر بلعيرج ومعه مجموعة من قياديين فى أحزاب إسلامية: مصطفى المعتصم الذي يشغل منصب الأمين العام لحزب (البديل الحضارى) ومحمّد المروانى الأمين العام لحزب (الأمّة) وماء العينين العبادلة العضو المسؤول فى حزب (العدالة والتنمية) بتهمة تأسيس شبكة إرهابية هدفها تعريض حياة المواطنين للخطر والاعتداء على المؤسسات العامة والخاصة لزعزعة أمن البلاد.
وكان وزير الداخلية قد أعلن منذ شهر فبراير (شباط) الماضى، فى هذا الصدد، أنه تمّ (تفكيك أخطر تنظيم إرهابي فى المملكة المغربية) ، متهماً زعيم التنظيم، بلعيرج، بنسج علاقات مع (القاعدة) ومع (حزب الله) اللبناني أيضاً. ثمّ يأتي التطوّر الثاني في أحداث سيدي إفنى في ولاية أغادير الذي أوقع عدداً من الضحايا والمفقودين خلال مواجهات حصلت بين رجال الشرطة ومتظاهرين من المدينة المذكورة للاحتجاج على الأوضاع الاجتماعية والاقتصادية التي يعانون منها .
أمّا التطوّر الثالث، فيتمثل باعتراف جهة رسمية فى المملكة بأن جهازاً أمنياً سرّياً تابعاً لأجهزة الدولة، يتحمّل مسؤولية اغتيال الزعيم الاشتراكى، عمر بنجلّون، فى ،1975 بينما كانت التهمة محصورةً سابقاً بإحدى الجماعات الإسلامية.
هذه التطوّرات الثلاثة، ما خلفياتها؟ ولماذا تحتلّ الآن صدارة المشهد السياسي في المغرب؟ ومن سيدفع ثمنها لاحقاً؟ وما هي مسؤولية وزير الداخلية، شكيب بنموسى، فى فضيحة (شبكة بلعيرج) والتجاوزات الأمنية التي حصلت خلال المواجهات في أحداث سيدي إفنى التي جعلت المواطنين يعودون بالذاكرة إلى عهد دموىّ ظنّوه ولّى بدون رجعة؟
شبكة بلعيرج
إنّ التحوّلات التي طرأت حديثاً على قضية الشبكة الإرهابية المزعومة المتهم بإدارتها المواطن المغربى - البلجيكى، عبدالقادر بلعيرج، تزجّ بوزير الداخلية شكيب بنموسى فى موقف لا يحسد عليه أبداً. فبعد أن كان الوزير يعلن، منذ أشهر قليلة، فى مؤتمر صحفىّ مدوّ، أنّ الأجهزة الأمنية تمكنت من كشف خيوط (أخطر شبكة إرهابية فى المملكة) ، ونجحت فى تفكيكها بإلقاء القبض على زعيمها الذى اعتقل فوراً إلى جانب شخصيات قيادية فى أحزاب إسلامية، ومن بينها حزب (العدالة والتنمية) ثانى أكبر حزب فى البرلمان المغربى، وموظفين فى الأجهزة الأمنية وأساتذة جامعيين ومواطنين عاديين، إذا به، غداة الاعترافات التى أدلى بها بلعيرج أمام قاضى التحقيق، يلتزم الصمت الذى لا يغدو معه كلام مصادر وزارة الداخلية، لناحية انتظار نهاية المحاكمة فى هذه القضية قبل الإدلاء بأىّ تصريح رسمى، كما يستوجب فى العادة احترام القضاء وأحكامه، مقنعاً البتة. وتعجب مصادر جمعيات الدفاع عن حقوق الإنسان من موقف وزارة الداخلية الملتبس هذا، وتردّ بقولها: أما كان أحرى بالوزير بنموسى أن يلتزم الصمت حيال قضية بلعيرج لدى ظهورها تاركاً للقضاء أمر البتّ فى صحّة ما نسب إلى أصحابها من اتهامات ثقيلة، بدلاً من الظهور فى مؤتمره الصحفى الشهير بمظهر من حقق انتصاراً أمنياً نادراً حتى قبل أن يتسلم القضاء دفوعات محامىّ الدفاع عن المتهمين؟
وفى الواقع، إنّ التقدّم فى التحقيق بملف (شبكة بلعيرج) ، كشف بما لا يقبل الشكّ عن زيف، أو فى الأقلّ تسرّع وزارة الداخلية فى إلقاء التهم على الظنّ وليس بناءً على معلومات مؤكدة. ففى أجوبته عن أسئلة قاضى التحقيق، قال عبدالقادر بلعيرج إن كلّ تحركاته كانت تتمّ وفقاً لمخطّط أمنى وضعته إحدى الأجهزة الأمنية التابعة لوزارة الداخلية. وهو لم يكن ليقوم إلاّ بما كان يُطلب منه لا أكثر ولا أقلّ. وعن سؤال القاضى عن أمر الأسلحة التى عثرت عليها الشرطة لدى بعض المتهمين بهذه الشبكة، أجاب بلعيرج: إنّ الأسلحة، هذه، ليس الغرض منها استخدامها ضدّ أهداف مغربية، وإنما هى بقايا من أسلحة كانت تُهرّب إلى الجزائر عبر المغرب، وبمعرفة تامة من الجهاز الأمنى التابع لوزارة الداخلية، وكان ذلك خلال عقد التسعينيات من القرن المنصرم، حين كانت المعارك محتدمة بين الجيش الجزائرى وقوات الأمن الشرعية من جهة، و(جيش الإنقاذ الإسلامى) من جهة أخرى، وأنّ السلاح المهرّب كانت وجهته إلى الجماعات الإسلامية.
وترى مصادر قريبة من (المخزن) ، حيث يصنع القرار السياسي في المملكة المغربية ، أنّ المسؤولين عن الأمن الوطنى، وفى مقدّمهم الوزير شكيب بنموسى، أخطأوا التقدير فى شأن قضية بلعيرج لسببين: الأوّل، أنّه لا يُوجد فى وزارة الداخلية المغربية أرشيف محفوظ عن العمليات الاستخباراتية الحسّاسة، ولا سيّما تلك التى كانت تنفذ فى عهد الوزير الراحل إدريس البصرى الذى كان شديد الحرص على ألا يُبقى أدنى أثر من تعليماته وأوامره إلى رجاله. وتضيف المصادر نفسها قائلةً: إنّ بلعيرج كان بلا شكّ من ضمن مجموعة ضيّقة تعمل تحت إمرة البصرى. وبإقالة الأخير، عمد خصمه حميدو لعنيكرى، مدير المخابرات وكان قد رقى إلى رتبة جنرال، إلى تهميش جميع رجال البصرى ومن ضمنهم بلعيرج. أما السلاح الذى عثر عليه فهو من الشحنات التى لم تُرسل إلى جيش الإنقاد الإسلامى لوصول عبدالعزيز بوتفليقة إلى السلطة، وشروعه على الفور بإحلال سياسة الوئام الوطنى التى كان من نتائجها الحدّ من المواجهات المسلحة بين القوّات الشرعية والمجموعات الإسلامية. وقد بادر بعض قادتها إلى إلقاء السلاح للإفادة من قانون العفو العام الذى قام عليه مشروع الوئام الوطنى.
أما السبب الآخر، فى رأى هذه المصادر، فيعود إلى حرص الوزير بنموسى على اتباع سياسة المخزن العامة، والقاضية بإضعاف الأحزاب الإسلامية أمام الرأى العام كلما سنحت الفرصة لذلك. وقد ظنّ بنموسى، لدى ظهور قضية بلعيرج، أن الفرصة ذهبية للإيقاع بالإسلاميين، وخصوصاً أنه كان من بين المتهمين، مسؤول فى حزب العدالة والتنمية، ماء العينين العبادلة. من هنا لجوء بنموسى إلى عقد مؤتمر صحفى، بدا من خلاله وكأنه حقق نصراً باهراً على الإسلاميين. أمّا الآن، وقد بدأت بعض الحقائق فى الظهور، وليس من دون مساعدة أجهزة مخزنية مقتدرة، فما هى المسؤولية التى تترتب على الوزير بنموسى فى حال صدرت أحكام تبرّئ المتهمين الذين اعتقلوا على ذمّة التحقيق فى شبكة بلعيرج؟ عن هذا السؤال، تؤثر المصادر ذاتها السكوت فى انتظار ما سوف تسفر عنه ردود الفعل من دولتين هما الجزائر وبلجيكا بما لهما من صلات بملفّ عبدالقادر بلعيرج.
ضياع الحقيقة
غير أنّ خبراء فى المنظمات الإرهابية، يعتبرون أن الوزير المغربى أخطأ منذ بداية ظهور قضية بلعيرج. فهو بفعل نشوة النصر على الإسلاميين، أغفل الانتباه إلى الإشارة الرمزية التى بعثتها السلطات البلجيكية فى اتجاهه، إذ أعلنت هذه فوراً عن تحفظها عن التحقيق فى قضية بلعيرج. ولكنّ بنموسى لم يحسن قراءة الرسالة البلجيكية حين نشرت صحيفة لو سوار البلجيكية خبراً يفيد أنّ بلعيرج عميل للمخابرات البلجيكية. وفى الواقع، يضيف أحد الخبراء فى ملفّ الإرهاب، كانت الرسالة بمنتهى الوضوح، إذ لم تعمد السلطات البلجيكية إلى تكذيب الخبر، وإنّما أعلنت عن عزمها على القيام بتحقيق لمعرفة هوّية الشخص الذى سرّبه. غير أنّ بنموسى أعرض عن ذلك كله، الأمر الذى أفضى بالقضية إلى المحكمة التى قد يصدر عنها ما يمكن أن يضع المخابرات المغربية والوزير نفسه فى مأزق لا مخرج منه إلاّ بالاستقالة.
وفى رأى مصدر غربى خبير فى التنظيمات الإرهابية، أنّ السلطات البلجيكية بتسريبها الخبر الذى ذكر تحفظها عن محاكمة عبدالقادر بلعيرج، كان الغرض منه إفهام وزير الداخلية المغربى وإدارة المخابرات فى المملكة أنّ الرجل المتهم بالإرهاب ليس إرهابياً قط. لأنّ الحقيقة، حسبما بدأت بعض الخيوط فى الظهور، تفيد أنّ بلعيرج الذى انتقل إلى بلجيكا بعد إقالة إدريس البصرى من منصب وزير الداخلية، سرعان ما أقام صلات بأجهزة الاستخبارات البلجيكية، ولا يُستبعد أن يكون تمّ ذلك بتوصية من البصرى نفسه، فوظفته فى قنواتها الخارجية. وسهّلت له الوصول إلى أفغانستان، حيث اتصل ببعض قياديى تنظيم القاعدة. ثمّ انتقل بعد ذلك إلى لبنان قاصداً حزب الله للتعرّف إلى بعض بنياته التحتية بحجّة تجنيد مواطنين مغربيين راغبين فى الجهاد ضدّ العدو الإسرائيلى فى صفوف الحزب.
أما من الناحية الجزائرية، فإن شهادة بلعيرج أمام القضاء، واعترافه بأنّ السلاح كان يُهرّب، عبر الأراضى المغربية، إلى جيش الإنقاذ الإسلامى، فى الفترة ما بين 1992 و،1999 بمعرفة وتسهيل وزير الداخلية الراحل، إدريس البصرى، من شأنه أن يثير زوبعة كبيرة فى العلاقات بين الشقيقين اللدودين، على ما يسودها من سوء مزمن بينهما.
ويتفق مع المصدر الغربى مصدر مغربى على اطلاع واسع بالتنظيمات والحركات الإسلامية، فيقول: كان ينبغى على المسؤولين فى الأجهزة الأمنية المغربية، أن ينظروا إلى ما أطلقوا عليه تعبير شبكة بلعيرج فى سياقها التاريخى، كما تقتضى قراءته سياسياً فى عقد التسعينيات الماضى. ففى ذلك العهد، لم تكن السلفية الجهادية ظهرت بعد إلى الوجود؛ ولم يكن هناك بعد تنظيم القاعدة، ولم يكن أحد يتحدّث بعد عن إرهاب أصولى. فالرجل - أى بلعيرج - هو ضحية، بمعنى ما، لمرحلتين لا رابط بينهما أبداً. مرحلة، كان ينسّق خلالها، مع وزير الداخلية الراحل إدريس البصرى، حول تهريب الأسلحة إلى الجزائر لنصرة ثائرين على نظام عسكرى يكنّ عداءً للمملكة المغربية. وفى هذا الصدد، يعتبر المصدر المغربى ذاته أنّ اعترافات بلعيرج لن تزيد العلاقات المغربية - الجزائرية سوءًا على سوء كما يظنّ البعض، لسبب بسيط، وهو أن المسؤولين فى القيادة الجزائرية على يقين تام، ومنذ سنوات طويلة، بأنّ أسلحةً كانت تبلغ جيش الإنقاذ الإسلامى عبر الأراضى المغربية، وبمعرفة ورضا كبار المسؤولين عن الأمن فى المملكة.
أما المرحلة الأخرى، فتبدأ مع انتهاء التنسيق الذى وضع حدّاً لتصدير السلاح إلى الجزائر، بذهاب البصرى، وإطلاق الرئيس بوتفليقة مشروعه فى الوئام الوطنى. فى هذه المرحلة، انتقل بلعيرج إلى بلجيكا لتلتقطه أجهزتها الاستخبارية، وتوظفه لمصالحها، وتمكنه من الوصول إلى مناطق تعتبر أرض الإرهاب مثل أفغانستان ولبنان، لجمع ما يتيسّر من معلومات عن التنظيمات التى توصف بالإرهاب، والوقوف عن كثب حول طريقة عملها وتجنيدها لمتطوعى الجهاد.
ويضيف المصدر المغربى نفسه: لعلّ حقيقة عبدالقادر بلعيرج انقضت بانقضاء دولة رجال البصرى، إذ بعد إقالة معلمهم من منصبه، تفرّق عقدهم، وانقطعت سبلهم، الأمر الذى يعنى، فى القراءة السياسية لتلك المرحلة، أنّ عمليات خطّطت لها الأجهزة الأمنية المغربية فى وقت سابق، بهدف الحفاظ على المصلحة الوطنية العليا، تصبح اليوم موضع تشكيك، بل تجريم من المسؤولين الراهنين من غير أن يدرك هؤلاء حقيقة الخيط الواصل بين الأمس واليوم.
تجاوزات أمنية
ولم تقف أخطاء الأجهزة الأمنية المغربية عند حدّ شبكة بلعيرج، وإنّما تجاوزتها إلى أخطاء أخرى ارتكبتها فى أثناء تصدّيها لثائرين على تردّى الأحوال الاقتصادية والمعيشية فى مدينة سيدى إفنى الجنوبية - ولاية أغادير. وأسفرت هذه المواجهات، بحسب شهادات مواطنين، عن اقتحام للمنازل وسرقة محتوياتها، والتعرّض لسكانها بالضرب وأحياناً الاغتصاب، الأمر الذى أعاد إلى ذاكرة المواطنين عهداً ماضياً أريقت فيه دماء كثيرة تحت شعار الحفاظ على الأمن.
ومختصر الوقيعة بين المحتجين وقوّات الأمن، أنّ أكثر من أربعة آلاف شرطى، شنّوا هجوماً لتفريق شبّان حاصروا ميناء سيدى إفنى، طوال أسبوع، مطالبين بتشغيلهم بغية تحسين أوضاعهم الاجتماعية والاقتصادية التى ما عادت تحتمل فى فترة تشهد البلاد تزايداً مريعاً فى عدد العاطلين عن العمل والفقراء الذين لا يجدون القوت اليومى لهم ولعيالهم.
ولكنه على رغم وحشية التصدّى التى أظهرتها قوّات الشرطة، لم يسجّل وقوع قتلى، بينما كانت أعداد الجرحى والمصابين تقدّر بالعشرات، على ما ذكرته المصادر الرسمية، لأنّ السلطات لم تسمح لأجهزة الإعلام بالاقتراب من المستشفى حيث كان يعالج الجرحى. وذكرت بعض الأسر فى سيدى إفنى أنّ عدداً من أبنائها هم رهن الاعتقال، وتمنع السلطات زيارتهم، وأنّ هناك عدداً آخر فرّوا إلى الجبال المجاورة ليختبئوا فى الغابات مخافة أن يلقى القبض عليهم.
وبالرغم من أن الهدوء عاد نسبياً إلى هذه المدينة الجنوبية، إلاّ أن قوّات الشرطة لا تزال تحاصرها لعلمها أنّ المواجهات قد تنشب فى لحظة بسبب الغضب العارم الذى ينتاب سكّان تلك المنطقة الفقيرة التى تعتمد على مينائها كمصدر رزق وحيد.
وكان لهذه المواجهات وما تركته من آثار بليغة فى النفوس، وقع شديد فى أوساط الجمعيات الحقوقية ومنظمات المجتمع المدنى حيث تحرّكت فوراً، وقامت بإحصاء المفقودين والضحايا من الجرحى، واستمعت إلى السكان عن عمليات النهب والاغتصاب وسوى ذلك من انتهاكات جسيمة لحقوق الإنسان، كان يعتقد الجميع أنّ ذلك ذهب مع ذهاب البصرى. وأنّ الملك محمّد السادس الذى أمر بإنشاء هيئة الإنصاف والمصالحة فى العام ،2003 حيث توّلت التحقيق طوال سنتين فى الانتهاكات التى تعرّض لها المواطنون فى السنوات السابقة لحكمه، لن يقبل بعودة الماضى البغيض فيما هو يعمل على تحديث البلاد منذ سنوات. وتتساءل الجمعيات الحقوقية: هل يعمد الملك إلى الاقتصاص من المسؤولين عن التجاوزات الأمنية التى حدثت فى سيدى إفنى التى بقيت تحت الاستعمار الإسبانى ثلاث عشرة سنة بعد استقلال المملكة؟
وفى غمرة ارتباك الأجهزة الأمنية من جرّاء تداعيات قضية بلعيرج وما خلفته أحداث سيدى إفنى من جروح فى نفوس أهل هذه المدينة، إذا بجهة رسمية تكشف ما كان يُعتبر سرّياً للغاية، عن مسؤولية جهاز أمنى تابع لوزارة الداخلية فى اغتيال الزعيم اليسارى، عمر بنجلّون، أحد أبرز قادة الاتحاد الاشتراكى للقوّات الشعبية فى حينه. وإذا كان اغتيال بنجلّون لا تتحمّل مسؤوليته وزارة الداخلية الراهنة، إلاّ أنه يحمل فى طيّاته معانى، أقلّها أنّ زمن التكتم عن الجرائم ولَّى بلا رجعة. وهذا يعنى ما يعنى بالنسبة إلى المسؤولين فى الأجهزة الأمنية الحالية التى تتخبّط فى أرض موحلة من الأفعال وردود الأفعال التى قد ينجم عنها تغيير حكومى شامل، أو فى أدنى تقدير، استبدال وزير الداخلية شكيب بنموسى .
ولكنّ مصادر قريبة من المخزن تشير إلى أن الملك محمّد السادس غير راضٍ عن أداء رئيس حكومته عبّاس الفاسى، ولا سيّما من الناحية الاقتصادية والأمنية. إذ على رغم معرفة العاهل المغربى بصعوبة المرحلة الاقتصادية عالمياً، فإن ذلك لا يعفى رئيس الحكومة والوزراء المختصين فى الشؤون الاقتصادية والاجتماعية من القيام بواجباتهم بحسب ما تتطلبه هذه المرحلة الصعبة. ولم تحسن حكومة عبّاس الفاسى من إدارة أزمة المحروقات، وهى واحدة من جملة أزمات تعترضها ولا تعثر على حلول ناجعة لها.

يطرح تتبع مسار المتهم عبد القادر بليرج، استنادا إلى المنسوب إليه تمهيديا وتفصيليا، كثيرا من اللبس بشأن التغطية الأمنية، التي كانت توفرها له المخابرات البلجيكية ونظيراتها الغربية،
باعتبار أنه يستحيل مطلقا عدم الاشتباه على الأقل في شخص له علاقات متشابكة مع تنظيمات متطرفة في فرنسا والسعودية والجزائر وبلجيكا وأفغانستان، خاصة بعد أحداث 11 شتنبر 2001، والهزات الإرهابية، التي شهدتها عدد من الدول الغربية، بل كيف يمكن عدم الشك في شخص كان ينتقل بين عدة بلدان ليصل إلى عقد عشاء مناقشة مع زعيم القاعدة، أسامة بن لادن، وعدد من رموز هذا التنظيم وتنظيمات متطرفة.
لاشك أن المخابرات البلجيكية، بوجه خاص، تتوفر على أجوبة شافية لكثير من المحطات الملتبسة في هذا الملف، في الشق المتعلق بتحركات بليرج خارج التراب الوطني، مع علمنا أنها (المخابرات البلجيكية) لن تكشف عن إجابات ضافية بدعوى حماية أمنها، واعتبارات أخرى مغلفة بمقتضيات قانونية.
في ظل هذا الالتباس تكشف "المغربية" عن جانب من مسار رجل شغل أجهزة المخابرات العالمية والرأي العام الوطني:
من بني شيكر إلى النقابة المسيحية
ازداد المتهم عبد القادر بليرج، الملقب بـ "عبد الكريم"، و"أبي ياسر"، و"الشريف"، بتاريخ 20 غشت 1957 ببني شيكر بإقليم الناظور، من أب كان قيد حياته يعمل بمعمل الصلب والحديد في بلجيكا، وأم ربة بيت، وله 5 إخوة، من ضمنهم صلاح المعتقل على ذمة تفكيك مصالح الأمن هذه الخلية في شهر فبراير 2008.
ولج الطفل عبد القادر عند بلوغه سن التمدرس، المدرسة الابتدائية بدوار بوغمارن، التي تابع فيها تعليمه إلى غاية مستوى السنة الرابعة، لينتقل إلى المدرسة الابتدائية بمنطقة زغنغن، حيث حصل على الشهادة الابتدائية، ليلتحق بثانوية الكندي بالناظور، التي درس بها لمدة سنة واحدة، بفعل انتقاله سنة 1971، رفقة عائلته إلى بلجيكا، لكون والده كان يشتغل بشركة خاصة بالصناعات الزجاجية بضواحي مدينة بروكسيل.
وتابع الشاب اليانع دراسته لمدة تسع سنوات ليحصل سنة 1980، على دبلوم الدراسات العليا في الكهرباء الصناعية، وعمل مدة 5 سنوات في شركة خاصة بتصنيع الصلب والحديد، ثم موظفا بالنقابة المسيحية في بروكسيل بقسم الدراسات حول الهجرة بشعبة العرب المقيمين في بلجيكا إلى غاية 1991، بموازاة تعاطيه للتجارة بالجملة في الملابس الجاهزة والتجهيزات المنزلية، ليعود للاشتغال ما بين سنة 1992 و1998، بشركة خاصة لبيع مواد البناء في بروكسيل، ثم التعاطي بصفة حرة للاتجار في الملابس الجاهزة والتجهيزات المنزلية والإلكترونية وغيرها دون التوفر على محل تجاري، والاشتغال سنة 2006، بمطعم للوجبات الخفيفة إلى غاية صيف 2007، بهدف تسوية وضعيته الاجتماعية مع إدارة الشغل، حيث قدر مدخوله الشهري بـ 5000 أورو.
تزوج المتهم بليرج، الذي لا يتوفر على أي سابقة قضائية، سنة 1980، من ابنة عمه وأنجبا 3 أولاد (27 سنة، و25 سنة، و19 سنة)، ليطلقها سنة 1989، ويتزوج سنة 1992 من جزائرية، ويخلفا 3 أطفال تتراوح أعمارهم بين 5 سنوات، و9 سنوات، و11 سنة، ليحصل في 2001 على الجنسية البلجيكية.
وسبق لبليرج أن شارك في أنشطة جمعوية في بروكسيل (ثقافية واجتماعية وترفيهية)، ولم ينخرط في أي حزب سياسي، والتحق في الثمانينيات بالنقابة العمالية الاشتراكية، ومارس في أواخر السبعينيات رياضة كرة القدم بفريق "Molembeek"، كما تلقى تدابير نظرية سنة 1987 بلبنان، انصبت حول استعمال الأسلحة النارية والمتفجرات، وتداريب سنة 1987، بأحد النوادي الخاصة في بروكسيل على الرماية بواسطة السلاح الناري.
الانخراط في الحركة الثورية الإسلامية المغربية الشيعية
تعرف المتهم عبد القادر بليرج سنة 1980، على المدعو خالد الشرقاوي الرباطي (متوفى)، مؤسس ما يسمى الحركة الثورية الإسلامية المغربية، عن طريق السفير الإيراني ببروكسيل، المهدب شهبور، بمقر السفارة، بعد أن تعرف على هذا الأخير بالجامعة الحرة في بروكسيل، في إطار ندوات تهم موضوع الثورة الإسلامية.
وبعد توطيد علاقة المتهم عبد القادر مع المسمى الرباطي سلمه نسخا من مجلة حركته، التي تتمحور مواضيعها الأساسية حول تغيير النظام القائم بالمغرب، واستبداله بالتجربة الإيرانية، كما حضر مع طلبة مقيمين في فرنسا اجتماعات أطرها الرباطي بمنزل جواد التبر (متوفى)، وعرفه على المسمى بكاسم لبيض، الذي يتبنى التوجه العقائدي نفسه، إضافة إلى حضوره احتفالات الذكرى السنوية الأولى للثورة الإسلامية بإيران، حيث استغرقت إقامتهم هناك مدة 15 يوما، التقوا فيها بالمسؤولين المشرفين على "الحوزة العلمية"، وجرى استقبالهم من طرف المهدي الهاشمي، المسؤول عن العلاقات مع الحركات التحررية، الذي اطلع المسمى خالد الشرقاوي الرباطي على رفض السلطات الإيرانية تقديم أي دعم لفائدته، لكونها غير راضية على سلوكه وتصرفاته، في حين طلب من بليرج الاستقرار بإيران، ووعده بتقديم مساعدة لتحقيق مشاريعه المستقبلية، الشيء الذي رفضه لكون توجهاته سنية لا تسمح بتبني مبادئ المذهب الشيعي.
الانخراط في حركة المجاهدين في المغرب
وبعد عودة هذه المجموعة من إيران، تدهورت علاقة بليرج بالرباطي سنة 1981 بسبب اتهام هذا الأخير عبد القادر أنه وراء إفساد صورته أمام الإيرانيين، ليتعرف أواخر سنة 1982 بمدينة بروكسيل على المدعو "البوصغيري"، العضو بمنظمة حركة المجاهدين في المغرب، التي يتزعمها عبد العزيز النعماني المتمركز في فرنسا آنذاك، حيث كان هذا الأخير يطمح إلى تغيير النظام في المملكة، اعتمادا على استقطاب عناصر من داخل المملكة، وأوربا، وترويج مجلة السرايا ….
وفي هذا السياق، نسب إلى المتهم بليرج تمهيديا أنه استقطب مهندسا في الميكانيك ومهندسا في الميدان النووي، وصاحب شركة للخياطة بالناظور، اللذين ألقي عليهما القبض…
وأوضح المتهم أنه في سنة 1983 أخبره البوصغيري أن حركة المجاهدين في المغرب، ممثلة في المدعو عبد العزيز النعماني، أبرمت اتفاقا مع أحمد بن بلة، زعيم الحركة من أجل الديمقراطية بالجزائر، جرى بموجبه إدخال أسلحة نارية من أوروبا إلى منطقة الغزوات الجزائرية، بواسطة أتباع الحركة، التي ستحظى بقسط من الأسلحة وتسهيل عملية التحاق عناصرها بمعسكرات التدريب في لبنان.
وأكد المتهم نفسه أنه بموجب هذا الاتفاق، وبتمويل من الحركة المعارضة للنظام الجزائري، سافر إلى لبنان صيف 1983 رفقة بن داوود والزاوي و3 جزائريين من الحركة الآنفة الذكر، حيث استقبلوا من طرف المسؤولين بالجماعة الإسلامية "لجان المساجد" ليتكلف أحد الفلسطينيين بتلقينهم دروسا نظرية بشأن طريقة استعمال الأسلحة النارية (مسدساتRPG 7 وبنادق كلاشنكوف)، وتصنيع المتفجرات، الشيء الذي أصاب المتهم بليرج بخيبة أمل لعدم خضوعه لتداريب شبه عسكرية بلبنان، وبالتالي توجيه انتقادات لاذعة بعد العودة إلى فرنسا للمسمى عبد العزيز النعماني، لكونه لم يكن موفقا في تسيير الحركة وبرمجة توقيت التداريب، التي تعرف بها على مجموعة من الأسماء، من بينها متهم حكم أمام القضاء المغربي بـ 20 سنة، والذي كان كشف أيضا، في آخر مراحل استنطاقه تفصيليا أمام قاضي التحقيق بالرباط، عن وجود أسلحة مخبأة في المغرب منذ سنوات، على غرار تصريحات المتهم عبد القادر أمام قاضي التحقيق نفسه.
خلية بروكسيل والرحلة إلى الجزائر
ونتيجة لهذه الانتقادات، قاطع أعضاء حركة المجاهدين في المغرب المتهم عبد القادر، الذي كان طلب منه سنة 1982 بإدخال أسلحة نارية إلى المغرب لفائدة هذه الحركة للقيام بأعمال جهادية (بنادق M 16، ورشاشات، ومتفجرات، وCOLTS 45)، إلا أن محاولته لم تجد شيئا، ما جعله في أواخر الثمانينيات يقوم بعمليات استقطاب طلبة مغاربة مقيمين في بروكسيل، في إطار تأسيس خلية جهادية في بلجيكا، حيث جمع أشخاصا اقتنعوا بالعمل معه انطلاقا من الخارج، وجند بعضهم أيضا لتنفيذ عمليات القتل المنسوب إليه ارتكابها فوق التراب البلجيكي، بعد زيارته للجزائر سنة 1988، التي كان ينوي الاستقرار بها بصفة نهائية، بحكم صعود نجم "جبهة الإنقاذ الإسلامية"، ومحاولة زواجه من جزائرية لكونها كانت متزوجة وأم لابن ..، إلا أن تعرفه على عناصر من منظمة أبي نظال الفلسطينية بالبلد نفسه سيتجه به نحو مسار آخر، حيث كان أحد عناصر هذا التنظيم طلب منه جمع معلومات عن الشخصيات الوازنة ذات الأصول اليهودية المستقرة في بلجيكا، والشخصيات السعودية في البلد نفسه، وإخباره بالزيارات، التي يقوم بها الراحل ياسر عرفات إلى المغرب، بعد أن سلمه الفلسطيني تقريرا صادرا عن مجموعة منظمة أبي نضال بالدار البيضاء، يتضمن معلومات عن شخصيات يهودية، وكتيبا حول تقنيات حرب العصابات.
وجدد المتهم عبد القادر سنة 1990، زيارته إلى الجزائر، رفقة 4 متهمين من خليته، الذين التحقوا لمدة 3 أسابيع بمعسكر تدريبي بمدينة صيدا، تابع لمنظمة أبي نضال الفلسطينية، في سياق تحالف بعد سفرهم إلى ليبيا والحصول على جوازات سفر تونسية مزورة.
تسلم أسلحة من عضو بجبهة الإنقاذ الجزائرية
وكان المتهم بليرج تعرف سنة 1994 ببروكسيل، عن الجزائري عبد الغني العوفي، العضو السابق بجبهة الإنقاذ الإسلامية، المكلف باقتناء الأسلحة لفائدة الجماعة نفسها، عن طريق جزائري آخر ممثل جبهة الإنقاذ في أوروبا، المسمى عبد الكريم بن عدة، حيث أخبره العوفي سنة 2000، قرار تجميد نشاطه في إطار جبهة الإنقاذ، ورغبته في التخلص من الأسلحة المتوفرة لديه، المتكونة من مسدسات ورشاشات وبنادق كلاشينكوف، مضيفا أنه طلب من هذا الأخير تمكينه من الأسلحة لاستغلالها في عملية الجهاد في المغرب، التي عمل على إدخالها عبر شخص إلى المملكة في سيارة عبر بوابة مليلية المحتلة ليجري تخزينها بمدينة الناظور.
علاقات وطيدة مع الجماعة السلفية
تعرف المتهم عبد القادر سنة 1999، على قيادي سابق بالجماعة السلفية للدعوة والقتال الجزائرية، اللاجئ في بلجيكا، المدعو بنرابح بنيطو، والمكلف باستقطاب المتطوعين إلى معسكرات الجماعة، والذي كان على علاقة بمغاربة عبد السلام ديان (من المغاربة الأفغان)، وإدريس عاطي الله (معتقل سابق في بلجيكا مرحل إلى المغرب)، وعلي العساس (عضو سابق بحركة المجاهدين في المغرب)، ومصطفى بوسيف المغربي (الحامل للجنسية البلجيكية)، الذي يعتبر محل لغز في علاقته بالمتهم بليرج منذ 1980، وارتباطه بالجماعة الإسلامية المقاتلة المغربية.
وتمحورت النقاشات مع الجزائري بنرابح حول التدخل لدى قيادي الجماعة السلفية للدعوة والقتال الجزائرية (تنظيم القاعدة في بلاد المغرب الإسلامي) لتأسيس معسكر جهادي بالجزائر، يضم متطوعين مغاربة أغلبهم من العناصر المتبقية من حركة المجاهدين في المغرب، لتوجيه ضربات قاسية للمملكة، والعودة إلى معسكراتهم، أو القيام بعمليات ضد أهداف بالمغرب العربي تحت إشراف التنظيم الجزائري.

Hunger Strike for Sahrawi Political Prisoners

Viewpoint: A hunger strike for human rights

Three political prisoners of Western Saharan (Sahrawi) origin, Khallihanna Aboulhassan, Ali Salem Ablagh and Brahim Baryaz, have been on a hunger strike since Feb. 12. They are striking from a Boulhemharez prison in Marrakech, Morroco, in protest of the miserable conditions of the prison and in an appeal to be treated as prisoners of conscience. On Mar. 24, the Collective of the Sahrawi Human Rights Defenders (CODESA) called on international human rights associations to intervene in order to save the lives of these three Sahrawi prisoners.
The region known as Western Sahara has been occupied by Morocco since 1975 despite a decision by the International Court of Justice in that year which upheld the right of the Sahrawi people to self-determination. Violence between the Moroccan military and the Polisario Front — the independence movement of the Sahrawi people — broke out the same year and continued for many years. Throughout the 1980s, Morocco constructed a series of walls to keep the Polisario military forces out of the occupied territory.
The war between the two sides ended in 1991 with a ceasefire agreement brokered by the United Nations. The ceasefire was contingent upon a referendum being held the following year to decide the future of Western Sahara by popular vote. This referendum has still not taken place and the United States government has done little to pressure Morocco, a close ally, to fulfill its agreement to conduct the referendum. Eighteen years later, the Sahrawi people are still waiting for justice. The conflict between the people and the Moroccan government, though largely forgotten by most of the rest of the world, continues to severely disrupt their lives and society.
The walls built by the Moroccan government in the 1980s separate the occupied majority of Western Sahara from a small territory along its eastern and southern border that is controlled by the Polisario. The walls continue to be heavily monitored by Moroccan troops who severely limit the movement of civilians between the occupied territories, Western Sahara and the outside world.
Most Sahrawis in exile live in refugee camps near Tindouf in western Algeria, just on the other side of its border with Western Sahara. For decades, Sahrawis in the camps have been divided from their families in the occupied territory. The level of expense and bureaucratic negotiation that would be required for these families to visit each other makes most such visits impossible. The refugee camps are located in one of the most inhospitable regions of the world, with temperatures reaching over 120 degrees in the shade during the summer. Despite concentrated efforts by the Polisario and the refugees to improve the standard of living in the camps, conditions there are extremely difficult.
Sahrawis living within the occupied territory have very little freedom of expression. Journalists and political activists are routinely beaten, detained and made to disappear by the Moroccan police. Political prisoners like Aboulhassan, Ablagh and Baryaz suffer terrible conditions in prison. Although the health situation of the three men — who have now been on hunger strike for well over a month — is reported to be critical, the prison administration continues to ignore their demands.
The United States government has a long and regrettable history of supporting repressive regimes for economic and political reasons. It has strategic interests in maintaining its longstanding friendship with the Moroccan government. This is largely because Morocco currently controls the world’s largest phosphate reserves, which are located in Western Sahara.
But the practice of putting its short-term strategic interests before the defense of international law and its moral obligations tarnishes the U.S. government’s international image, damages its credibility and risks creating enmity among foreign populations — things that have occurred all too frequently over the last several years. This practice should be put to an end. The U.S. government must use its diplomatic weight to influence the Moroccan government to conduct the U.N.-mandated referendum under fair and reasonable terms. In the meantime, the U.S. should persuade the Moroccan government to mitigate the conditions of the hunger strikers and their fellow prisoners.

إستمرارا لخروقاتها السافرة لحقوق المواطن الصحراوي ، أقدمت الشرطة المغربية بمدينة العيون / الصحراء الغربية يوم الإثنين 23 مارس2009 في حدود الساعة العاشرة ليلا على الإعتداء على القاصرة الصحراوية " الزهرة محمد البو " 14 سنة بشارع سيدي محمد ددش بالعيون / الصحراء الغربية .

وعندما تجمع العشرات من المواطنين الصحراويين للإحتجاج رفقة عائلة الضحية على ماوقع، حاولت السلطات المغربية وعلى رأسها والي الأمن المغربي بالإقليم " الرميل مصطفى " إقناع عائلة الضحية كي يتم نقلها إلى المستشفى .الشيء الذي رفضته العائلة إلى أن يتم توقيف عنصر الأمن المسؤول عن الإعتداء .

المواطنون الصحراويون المساندون للعائلة رددوا شعارات سياسية تطالب بتمكين الشعب الصحراوي من حقه في تقرير المصير موزعين مناشير تنادي بذلك .

الشرطة المغربية ومختلف أجهزتها الإستخباراتية قامت بتطويق المكان و فرضت حصارا أمنيا خانقا ، غير أن المواطنين الصحراويين وعائلة الضحية واصلوا ترديدهم للشعارات السياسية وهو ماأثار حفيظتها وفرقها القمعية التي عملت على التدخل بوحشية لتفريق وقمع المتظاهرين الصحراويين .

هذا التدخل القمعي للشرطة المغربية نتج عنه إصابة العديد من المواطنين الصحراويين ومحاصرة ومداهمة العديد من المنازل بحي معطى الله وحي الإنعاش ، وتسجيل عدة حالات من الإعتقالات التعسفية ، وهذه لائحة أولية :

المصابين :

· المير محمد عالي مصاب على مستوى الوجه بعدما اقتحام مقهى أنترنيت في ملكيته بشارع الأمين .

· حسنا الأنصاري مصاب إصابة بليغة على مستوى الركبة .

· منصور الظريف مصاب على مستوى الكتف .

· بوصولة محمد مصاب على مستوى الكتف .

· فيصل علوات ضرب ضربا مبرحا .

· النكية الحواصي مصابة بكسر على مستوى يدها اليسرى .

· خليل الكارحي مصاب على مستوى الرأس .

· الذهبة الجامعي أصيبت على مستوى إحدى كليتيها وهي في حالة صحية جد حرجة .

· دكنة منت ديدة مصابة على مستوى البطن علما أنها حامل .

· أحجبوها كشبار والدة المعتقل السياسي الصحراوي السابق أغمي عليها وهي والدة المعتقل السياسي الصحراوي السابق علوات سديد محمد .

· عفاف منت محمد فاضل ولد لحبيب أعتدي عليه مصابة على مستوى الظهر والقدمين .

· جمال ولد محمد فاضل ولد لحبيب أعتدي عليه وهو مصاب على مستوى يده اليسرى .

· محمد دعنون مصاب بجروح على مستوى يده اليمنى .

· السباعي ناتو مصابة على مستوى الكتف .

· الركيبي السالك باهاها مصاب على مستوى الذراع الأيمن .

وعليه فإن منظمة المدافعين الصحراويين ODS تناشد كل المنظمات الدولية المدافعة عن حقوق الإنسان والبرلمان الأوروبي والمفوضية السامية للأمم المتحدة لحقوق الإنسان للضغط على الدولة المغربية كي تحترم كل تعهداتها في الإتفاقيات والمواثيق الدولية التي صادقت عليها ، وكذا للتعجيل بتوسيع صلاحيات بعثة الأمم المتحدة لإجراء استفتاء في الصحراء الغربية MINURSO لرعاية حقوق الإنسان في الصحراء الغربية.

Washington, D.C. (March 10 2009)...The US Western Sahara Foundation is requesting that President Barack Obama immediately call upon Morocco to end their brutal repression and escalating violence against the Sahrawi population in occupied Western Sahara. Most recently, the Moroccan police gang raped a 16 year old Sahrawi teenager, Hayat Rguibi, in El Aaiun after questioning her about Western Sahara flags and graffiti. Just a few months ago, in December the Moroccan police contributed to the deaths of two college students who were intentionally run over during a peaceful sit-in at a bus station in Agadir.

Citing Obama's promise not to forsake America’s principles for political expediency, the US Western Sahara Foundation wrote in a letter delivered to the White House today: "Our long-time friendship with Morocco cannot be an excuse to ignore their gross violations of human rights against an innocent population who are simply seeking their long promised right to self determination, upheld by the International Court of Justice and promised by the United Nations."

The violence against the Sahrawis in occupied Western Sahara has been documented and reported by Amnesty International, Human Rights Watch, Freedom House, the World Organization Against Torture, Reporters without Borders, the United Nations Office of the High Commission for Human Rights and the U.S. State Department. In fact, Morocco’s brutal occupation of Western Sahara has repeatedly led Freedom House to list Moroccan Occupied Western Sahara as one of the world’s worst regimes.

Our long-time friendship with Morocco cannot be an excuse to ignore their gross violations of human rights against an innocent population who are simply seeking their long promised right to self determination, upheld by the International Court of Justice and promised by the United Nations.

As we write this letter today, Sahrawis are being tortured, brutally treated and imprisoned simply for supporting international law and the right to vote. We fervently believe that your leadership on this issue could end the suffering of the Sahrawi people and also lead to the holding of the long-promised referendum on self-determination.

Please call on Morocco to end their violence against the Sahrawi people and allow the referendum to move forward so that this issue can be resolved peacefully and justly in conformance with international law and American principles.

مدريد ـ 'القدس العربي': سيبدأ المبعوث الخاص للأمين العام للأمم المتحدة في نزاع الصحراء الغربية، كريستوفر روس جولة إلى منطقة المغرب العربي في محاولة لتحريك الحوار حول هذا النزاع، بينما بدأت الأصوات ترتفع من أجل دور فعال للاتحاد الأوروبي في نزاع يقع على مشارف حدوده ويمس الأمن الداخلي لبعض أعضائه مثل اسبانيا وهو دور يبدو أن الإدارة الأمريكية الجديدة ترحب به.
فقد كان من المنتظر أن يبدأ كريستوفر روس جولته إلى منطقة المغرب العربي منذ أسبوع على الأقل لكن حدث تأخير لأسباب غير معروفة ربما مرتبطة بتحفظ بعض الأطراف المعنية حول مضمون الزيارة، علما أن الأمم المتحدة أكدت أن الزيارة تهدف إلى الإعداد لجولة خامسة من المفاوضات بين المغرب والبوليساريو وفي الوقت نفسه الإعداد لتقرير إلى مجلس الأمن الذي سيصدر قرارا جديدا حول النزاع في نهاية شهر نيسان/أبريل المقبل.
لكن يبقى الجديد هو ارتفاع أصوات أوروبية تطالب بالتدخل في النزاع ورغبة أمريكية غير معلنة في هذا الشأن. في هذا الصدد، كان فرانسيسكو باستغيلي الرئيس السابق للأمم المتحدة في نزاع الصحراء 'مينورسو' سبّاقا إلى الدعوة إلى تدخل الاتحاد الأوروبي في لقاءات له مع المسؤولين الأوروبيين في نهاية يناير الماضي في بروكسيل.
والأسبوع الماضي اعتبر وزير الخارجية الاسباني ميغيل موراتينوس أن الاتحاد الأوروبي مطالب بدور في البحث عن النزاع، مؤكدا أن رئاسة اسبانيا للاتحاد الأوروبي ابتداء من سنة 2010 ستكون بداية دور فعال للاتحاد.
وبين التصريح الأول والثاني، كانت زيارة وفد عن البرلمان الأوروبي إلى منطقة الصحراء الغربية للإطلاع على وضعية حقوق الإنسان.
غير أن التطور الذي قد يدفع إلى دور للاتحاد الأوروبي هو موقف إدارة الرئيس الأمريكي الجديد باراك أوباما. فمن ضمن الخطوط العريضة لسياسة دبلوماسية باراك بشأن العالم العربي هو تقسيمه إلى ثلاثة أقسام ومحاولة نهج سياسة مختلفة من منطقة إلى أخرى، منطقة المغرب العربي، دول الشرق الأوسط ثم الخليج العربي وترى أنه يمكن معالجة مشاكل كل منطقة على حدة بسبب اختلاف هذه المشاكل والتقدم السياسي الحاصل في كل منطقة مقارنة مع الأخرى. كما تعتقد أن مساعدة هذه الدول للخروج من مشاكلها يتطلب أساسا مشاركة الدول ذات التأثير الإقليمي بمعنى أن مساعدة أمريكا اللاتينية يتطلب الاعتماد على البرازيل ومساعدة الدول الإفريقية يتطلب الاعتماد على دولة جنوب إفريقيا وفي المغرب العربي يتطلب مشاركة فرنسا واسبانيا أو الاتحاد الأوروبي عموما بحكم نفوذهم التاريخي ومصالحهم الاقتصادية في المنطقة.
فواشنطن في عهد أوباما تؤمن نسبيا بعالم متعدد الأقطاب لكن دون أن تفقد واشنطن هيمنتها.
وعلى ضوء هذا، فقد بدأ يتبلور مفهوم جديد لدى دبلوماسية واشنطن حول منطقة المغرب العربي ونزاع الصحراء يقوم على رغبة واشنطن في تعزيز تواجدها التجاري والنفطي في المغرب العربي وترك النزاعات الترابية للدول الكبـرى في الاتحاد الأوروبي مثل فرنسا واسبانيا بحكم أنها كانت قوى استعمارية في المنطقة وهي أدرى بالملف.
وعليه، فهذه الدول، وفق واشنطن، مطالبة بالمبادرة في حل النزاعات ومن ضمنها نزاع الصحراء لأنها نزاعات مترتبة عن الاستعمار الأوروبي ولم يكن للولايات المتحدة أي يد فيها. وإذا تبلور هذا التصور بشكل واضح وهو صعب على المدى القريب، فإيجاد حل لنزاع الصحراء سيتخذ طابعا إقليميا لأن استمراره يمس جنوب أوروبا وحله بطريقة غير مناسبة يمس جنوب أوروبا كذلك.
في المقام الثاني، يرغب الاتحاد الأوروبي في عالم متعدد الأقطاب، وتبرز الكثير من الدراسات الأوروبية أن بداية دور حقيقي للاتحاد الأوروبي يمر أساسا عبر المشاركة الفعالة في إيجاد حل لمشاكل للبحر الأبيض المتوسط ، الفضاء الذي يتقاسمه مع الدول العربية والفضاء الذي يعتبره حساسا لمصالحه السياسية والأمنية والاقتصادية. الاتحاد الأوروبي حاضر في الملف الفلسطيني عبر مبعوث خاص وعبر اللجنة الرباعية، ومتواجد في لبنان عبر قوات فينول التي تشكل اسبانيا وفرنسا وإيطاليا ركائزها الحقيقية ومتواجد في غرب البحر الأبيض المتوسط من خلال مشاريع التعاون مثل 'الاتحاد المتوسطي: مسلسل برشلونة'.
في هذا الصدد، فإسبانيا وفرنسا تلعبان دورا مهما في المفاوضات حول مستقبل الصحراء، سواء بشكل فردي أو في إطار 'مجموعة أصدقاء الصحراء' المكونة من البلدين علاوة على روسيا والولايات المتحدة ومن دولة أوروبية أخرى هي بريطانيا.
وهكذا، فالدور الفرنسي والإسباني مرشح إلى التطور إلى دور شامل للاتحاد الأوروبي، وكان الرئيس السابق للمينورسو قد دعا إلى مبعوث للاتحاد الأوروبي بدل أن يقتصر الأمر على باريس ومدريد.

عن لقاء الجمعيات واللجان الحقوقية الصحراوية ببعثة البرلمان الأوروبي للعيون/ الصحراء الغربية

منذ أن أعلن عن التاريخ المحدد لحلول البعثة البرلمانية الأوروبية بالمغرب والصحراء الغربية للاطلاع على وضعية حقوق الإنسان بالإقليم، ومدن هذا الأخير تشهد حصارا وتطويقا وإجراءات أمنية مشددة قبل وصول البعثة التي تم تشكيلها بتوصية من البرلمان الأوروبي بعد اندلاع الانتفاضة السلمية بتاريخ 21 مايو 2005، والتي قوبلت بتدخلات وإجراءات عنيفة من لدن قوات الأمن المغربية خلفت عديد الضحايا والمعتقلين والعاهات المستديمة، هذه البعثة افتعلت الدولة المغربية العديد من المبررات لعرقلة مجيئها لمدة قاربت الثلاث السنوات، وكذلك فعلت خلال بحر هذا الأسبوع لثني النشطاء الحقوقيين والمواطنين الصحراويين عن اللقاء بها من خلال ما يلي :

- نشر فرق أمنية وتثبيت سياراتها بمختلف الأحياء والشوارع والأزقة مع التركيز على أحياء وشوارع بعينها ( معطى الله، ليراك، الراحة، خاراطوريا، الزملة، الإنعاش، كولومينا، لاحوهم، بير جديد، سكيكيمة، مكة، شارع السمارة، والملعب الرياضي بشارع السمارة حيث شوهد ما يقارب سبع سيارات تابعة للأمن هناك....الخ) .
- تثبيت المراقبة بسيارات تابعة لمختلف أجهزة الأمن وعناصرها بالزي المدني على منازل النشطاء الحقوقيين :
• سيدي محمد ددش و دافا أحمد بابو الداه (حي ليراك) .
• ابراهيم دحان ( شارع مكة) .
• منتو حيدار ( شارع البئر الجديد) .
• حسنا دويهي و داحا الرحموني ( حي الراحة) .
• أحمد السباعي ( حي الزملة ) .
• محمد ميارة ( حي القدس ).

ومنازل بعض المواطنين الصحراويين :
• الحافظ التوبالي ( حي المطار )..
• حسنا أعلية ( حي الزملة )..
• الديش ولد السيد ( حي الانعاش ). .
• أهل ميدان ( حي الانعاش ).
• أهل علوات ( حي الانعاش )..
• أهل هداد ( حي الانعاش )..
- تكثيف نقط المراقبة من طرف الشرطة والدرك على طول الطرق الرابطة بين مدن الإقليم، وهي :
• الطريق الرابطة بين مدينة العيون والسمارة، عشرة نقط تفتيش لجهاز الدرك .
• الطريق الرابط بين العيون، بوجدور والداخلة .
• الطريق الرابط بين العيون وطنطان/ جنوب المغرب.
- منع المواطنين الصحراويين من السفر من مدينة السمارة نحو العيون يوم قبل وصول البعثة، مثل حالة الشاب الصحراوي " الحافظ بهية " الذي تم اعتقاله من نقطة تفتيش للدرك بمنطقة خطاري ( 70 كلم غرب السمارة) وإرجاعه للمدينة .
- ضرب حصار أمني على كافة الأزقة والشوارع المؤدية لفندق باراذور.
وبتاريخ 27 من الشهر الجاري، تم توقيف العشرات من المواطنين والنشطاء الحقوقيين الصحراويين ومنعهم من الوصول للفندق أين تواجد البعثة الأوروبية وذلك على الشكل التالي :
• ( لجنة عائلات المختفين الصحراويين مجهولي المصير) : محمد فاضل الحيرش و بنان بوزيد بلمذن .
• ( رابطة حماية السجناء الصحراويين) السالك بزيد و أحمد الموساوي .
• ( لجنة أمهات المختطفين الخمسة عشر) : نحبوها لخليفي و ميلمنين السويح .
• ( لجنة مناهضة التعذيب بالداخلة ) : رشيد الصغيير، أحمد موسى حميا والمحجوب أولاد الشيخ تعرضوا للمنع والاعتداء الجسدي، وتم اعتقال رشيد لعدة ساعات بينما ظل أحمد رهن الاعتقال حتى اليوم الموالي .
• ( لجنة الدفاع عن مخطط التسوية وحماية الثروات بالصحراء الغربية) : سيد أحمد أمجييد وعبد الحي التوبالي .
• ( لجنة عائلات الشهداء الصحراويين ) : محمد الأمين الترسال .
• ( الكونفدرالية النقابية للجان العمالية بالصحراء الغربية ) : أحمد الدية، هلاب البشير الخليل، السعيدي الحسين.
• ( الجمعية المغربية لحقوق الانسان، فرع العيون ) : حمود اكليد، بشرى بوبان، مصطفى العباوي.
• كما تعرض بعض المواطنين الصحراويين للضرب والاعتداء الجسدي مثل :
 مينتو الكركار.
 لمات زغمان .
 فاطمة الداودي.
 خدجتو الموساوي.
 سعيد هداد ( معاق) .
 السالكة بوريال .
 الحافظ الغردك، ومجموعة من الشبان الصحراويين تم توقيفهم ومحاصرتهم بالملعب الرياضي بطريق السمارة.
وبالبهو الداخلي للفندق قامت مجموعة من النشطاء الحقوقيين الذين تمكنوا من الوصول بتسجيل احتجاجهم لدى رئيس البعثة ومنسقها على المنع الذي تعرض له بقية النشطاء، وبعد تدخل أفراد البعثة الذين وقفوا على هذه الخروقات ( المنع، التحرش، الترهيب، الضرب) بصفة شخصية ( المنسق )، تمكن بعض النشطاء من الولوج إلى الفندق ، فيما تعذر ذلك على الآخرين بفعل منعهم من طرف أجهزة الأمن المغربية، مثل أحمد الدية، بنان بلمذن، رشيد الصغيير، أحمد موسى حميا ومحمد لمين الترسال.
وللإشارة فقد سجل تواجد كثيف لمختلف أجهزة الأمن والاستخبارات المغربية رابضة أمام البوابة الرئيسية للفندق وكذا الشأن بداخله، كان الهدف منها زيادة على المراقبة ترهيب النشطاء الحقوقيين والتشويش عليهم من أجل ثنيهم عن القيام بمهمتهم التي نودي عليهم من أجلها .
البعثة مكونة من الأعضاء التالية أسمائهم : لونيس كاسوليديس ( رئيس البعثة )، ستيفن كروس ( منسق البعثة )، كارلوس كارميرو كونزاليس، كارلوس لتورغايس انغولو، هوتشينسون، روما غنولي، تيريزا موريليس، ديفوس نيكول .
وكان برنامج لقاءاتها على الشكل التالي :
 الساعة الخامسة : أعضاء تجمع المدافعين الصحراويين عن حقوق الإنسان ( منتو حيدار، علي سالم التامك، الحسين ليدري، ابراهيم الاسماعيلي، علال لطيف، العربي مسعود، فاطمة عياش) .
 الساعة الخامسة والنصف : أعضاء من الجمعية الصحراوية لضحايا الانتهاكات الجسيمة لحقوق الإنسان المرتكبة من طرف الدولة المغربية ( الغالية دجيمي، ابراهيم دحان، ابراهيم الصبار، داحا الرحموني ).
 الساعة السابعة : أعضاء الجمعية المغربية لحقوق الانسان، فرع العيون ( حمود اكليد، بشرة بوبان، مصطفى العباوي).
 الساعة السابعة والنصف : الأساتذة المحامون ( محمد لحبيب الركيبي، محمد فاضل الليلي، محمد بوخالد، بزيد لحماد) .
 الساعة الثامنة وخمسة وعشرين دقيقة مساءا : مجموعة من أعضاء اللجان :
• لجنة الدفاع عن حق تقرير مصير شعب الصحراء الغربية : سيدي محمد ددش، محمد صالح ديلل، سعيد البيلال .
• لجنة الدفاع عن حقوق الإنسان بالسمارة/ الصحراء الغربية : أحمد الناصري، النعمة أصفاري، السالك البطل، سكينة جد أهلو، النكية بوخرص.
• رابطة حماية السجناء الصحراويين : أحمد السباعي، السالك بزيد، محمد علي اندور، أحمد الموساوي، ابيغية هدي، نكية الراضي .
• لجنة مناهضة التعذيب بالداخلة/ الصحراء الغربية : المحجوب أولاد الشيخ .
• لجنة أمهات المختطفين الخمسة عشر : نحبوها لخليفي و أم المؤمنين السويح .
• لجنة المختفين الصحراويين مجهولي المصير : محمد فاضل الحيرش .
• لجنة الدفاع عن مخطط التسوية وحماية الثروات بالصحراء الغربية : سيد أحمد أمجييد و عبد الحي التوبالي .
 التاسعة والنصف مساءا : المنتدى المغربي للحقيقة والإنصاف، فرع العيون : الحسين موثيق، لحبيب الديماوي.
وقد تمكن النشطاء الحقوقيين من لقاء البعثة على مراحل والإجابة عن أسئلة أعضائها وانشغالاتهم وإبلاغهم شفويا مختلف أشكال الانتهاكات الجسيمة لحقوق الإنسان بالإقليم من طرف الدولة المغربية وفضح زيف المقاربات المغربية الرسمية لطي صفحة الماضي، وتزويدهم بالتقارير والوثائق والصور التي تعزز ذلك وقد ألحوا على :
• ضرورة استثناء إقليم الصحراء الغربية من الاتفاقيات التي يوقعها الاتحاد الأوروبي مع المملكة المغربية على غرار اتفاقية التبادل الحر التي وقعتها الأخيرة مع الولايات المتحدة الأمريكية، وتماشيا مع الوضع القانوني للإقليم.
• إعادة النظر في مشروعية اتفاقية الصيد البحري المبرمة بين الاتحاد الأوروبي و المملكة المغربية والتي صادق عليها البرلمان الأوروبي معللا ذلك بالمنفعة التي ستعود على شعب الصحراء الغربية، وهو ما يؤكد النشطاء أنه كان مجرد تبرير من أجل إضفاء الشرعية عليها، في حين أن المعطيات المتوفرة تؤكد العكس.
• تفعيل الاشتراطات الأوروبية على المغرب فيما يخص احترام الحريات العامة وحقوق الانسان المتضمنة في اتفاقية الشراكة بين الطرفين التي أبرمت أكتوبر السنة الماضية وحصل المغرب بموجبها المغرب على صفة شريك متقدم.
• الضغط على الدولة المغربية لوضع حد للانتهاكات الجسيمة لحقوق الانسان التي تطال الصحراويين من طرف الدولة المغربية والتي أكدتها مجموعة من المنظمات الحقوقية الدولية الوازنة .
كما طالبوها بضرورة :
• تمكين الشعب الصحراوي من حقه في تقرير المصير حسب ما تنص عليه اللوائح الأممية.
• نشر تقرير بعثة المفوضية السامية لحقوق الانسان التي زارت الإقليم بتاريخ 17 مايو 2006، وتفعيل توصياته والأخذ بعين الاعتبار توصيات تقارير المنظمات الحقوقية الدولية ( هيومن رايتس ووتش، العفو الدولية...).
• توسيع صلاحيات بعثة تنظيم الاستفتاء بالصحراء الغربية ( المينيرسو) لتشمل مراقبة وحماية حقوق الانسان والتقرير عنها، ودعم توصية منظمة هيومن رايتس ووتش في هذا الشأن، أو إيجاد آلية مستقلة لذلك تحت إشراف الأمم المتحدة.
• الكشف عن المختطفين الصحراويين مجهولي المصير وتسليم رفاة الشهداء منهم .
• الإفراج عن المعتقلين السياسيين الصحراويين بالسجن لكحل بالعيون/ الصحراء الغربية وباقي السجون المغربية .

وبعد استماع أعضاء البعثة لهذه المطالب، أكد رئيسها على التزامه برفعه إضافة إلى التقارير والوثائق إلى اللجنة الخاصة بحقوق الانسان التابعة للبرلمان الأوروبي .
